Job Description – Manager / Head – Safety, Health, Environment, Operations & AdministrationRole OverviewThe position holder will be responsible for driving Safety, Health, Environment, Operations, Administration, Project Management, and Cross-functional Coordination in alignment with organizational goals. This role demands expertise in SHE systems, process excellence, statutory compliance, and leadership to ensure sustainable growth, employee well-being, and operational excellence. Key Responsibilities1. Safety1.1 Develop and implement HIRAC, JSA, PSM, Emergency Preparedness Plans, Training Documents, etc. 1.2 Prepare SOPs/Task Lists for operation and maintenance activities covering safety requirements. 1.3 Drive safety programs: Near Miss reporting, Unsafe Act/Condition Reporting, Toolbox Talks, PTW, LOTO, Mock Drills, Tabletop Exercises, Monthly Safety Themes, 5S, etc. 1.4 Conduct safety trainings and refresher programs: Basic Safety, Mass Awareness, BBS, etc. 1.5 Manage audits – Internal, External, and Legal Compliance. 1.6 Conduct incident analysis, develop action plans, and ensure legal compliance. 1.7 Organize team-building and safety engagement activities – Festival Celebrations, Safety Week/Month, Competitions (Poem, Slogan, Poster, Skit, Quiz). 1.8 Introduce innovative safety initiatives – PSE, One-Day Safety Officer, Cross Audits, HSE Index, Rewards & Recognition, etc. 1.9 Implement engineering controls for safety improvement – Equipment modifications, System upgrades, Poka-yoke, etc. 1.10 Review safety performance with relevant stakeholders. 1.11 Monitor safety-related costs and ensure adherence to budgets. 2. Environment2.1 Implement engineering upgrades and modifications for environmental performance improvement. 2.2 Monitor environmental performance parameters and ensure compliance with acceptable norms. 2.3 Maintain environmental systems and equipment (housekeeping, inspections, maintenance). 2.4 Conduct awareness sessions, refresher courses, and trainings on environment management. 2.5 Ensure compliance with environmental legal and statutory requirements. 3. Health3.1 Conduct employee health monitoring programs for engineers and associates. 4. Operations4.1 Lead shutdown planning and execution to ensure minimal downtime with full safety compliance. 5. Administration5.1 Maintain documentation – Logbooks, MIS, Business Excellence, Safety, Environment, Health, Training Records, Material Management. 5.2 Develop team-building initiatives and talent pool development. 5.3 Design and implement technical training modules (3-day, 8-day, 30-day programs). 5.4 Execute refresher training plans with role overlap and multi-skilling. 5.5 Lead Business Excellence initiatives – QC Projects, Six Sigma Projects, etc. 5.6 Implement Six Sigma tools – QC Projects, FMEA, Lean CTR, 5S, Green Belt. 5.7 Conduct data analysis and problem diagnosis. 5.8 Plan and strategize operational improvements. 5.9 Troubleshoot operational and technical issues. 5.10 Develop domain expertise programs (Gyan Ayan) and multi-skilling training. 5.11 Provide coaching and mentoring for employee development. 5.12 Build soft skills – planning, analytical ability, assertiveness, time/conflict management, negotiation, accountability. 5.13 Develop leadership capabilities – vision, strategic thinking, risk-taking, motivation, planning, delegation, monitoring, and networking. 5.14 Enhance communication and presentation skills across teams. 5.15 Organize engagement events – functions, festivals, sports, and cultural programs. 5.16 Implement structured performance evaluation and feedback systems. 5.17 Develop training modules for lateral hires and freshers (2-week, 3-week modules). 5.18 Utilize digital tools – SAP PM, Word, Excel, MS Project, PowerPoint, Cloud Systems. 5.19 Manage materials, contracts, cost control, and adherence. 5.20 Manage audits – ISO, Safety, Quality, TS, and Customer Audits. 5.21 Drive organizational branding and image building. 5.22 Coordinate with internal and external stakeholders. 5.23 Implement organizational policies – Women Protection, Values, Ethics, and Etiquette. 6. Project Management6.1 Prepare visionary project lists, prioritization, and identification. 6.2 Lead internal execution of identified projects. 6.3 Manage PRs, SPRs, technical discussions, TR, and ordering. 6.4 Oversee project execution – Team Formation, Design & Engineering, Material Receipt, Fabrication, Assembly/Erection, Cold/Hot Trials, and handover to operations. 6.5 Coordinate with project teams for monitoring and execution. 7. Coordination7.1 Collaborate with cross-functional stakeholders – DCM, QA/QC, R&D, Purchase, Contracts, Stores, Internal Suppliers, Internal Customers, Central Support Services, Auditors, Parent Company Due Diligence Teams. 7.2 Manage Demand-Supply Planning (DCM) for production and grade planning. 7.3 Coordinate purchase of operational consumables and maintenance spares. 7.4 Oversee contracts for manpower, regular services, and job-based services. 7.5 Work with QA/QC and R&D on quality performance and new grade development. 7.6 Coordinate with internal suppliers – Iron Material, Material Handling, Utilities, Scrap Collection, Heavy Equipment. 7.7 Manage internal customers – HSM, CRM, Plate Mill, Pipe Mill, and external customers. 7.8 Coordinate with Stores for material issue and inventory. 7.9 Manage Central Mechanical Maintenance services. 7.10 Manage Central Machine Shop support. 7.11 Work with Safety, Environment, Fire, and Security advisory teams. 7.12 Ensure by-product management and evacuation systems. 7.13 Drive business excellence – team building, structured reviews, scientific analysis. 7.14 Oversee ISO Audits – coordination and audit management. 7.15 Monitor product costing and ensure alignment with budgets. 7.16 Collaborate with internal audit, taxation, and finance teams. Qualifications & CompetenciesBachelor’s / Master’s Degree in Engineering, Safety, Environment Management, or related fields. Certifications such as NEBOSH, IOSH, Six Sigma, FMEA, or equivalent preferred. 10+ years of relevant experience in industrial/manufacturing sectors. Strong knowledge of safety, environmental regulations, and compliance frameworks. Demonstrated expertise in Six Sigma, Lean, Business Excellence, and Audit Management. Leadership, coaching, and mentoring capabilities. Proficiency in SAP PM, MS Office, MS Project, and cloud-based systems.
