  • Contingent Labor Governance Consultant
  • IT Vendor Management Office (VMO) – Digital Technology Solutions (DTS)
  • 100% Remote - Ability to work during US time zone.
  • Duration - 6 months

Key Responsibilities

Governance & Strategy

  • Define and own contingent workforce governance (policies, operating model, RACI, controls) across DTS; ensure compliance with legal, finance, security, and procurement requirements.
  • Set the contingent workforce strategy (supplier panel design, sourcing channels, rate card strategy, extensions, offboarding) and drive enterprise adherence.
  • Establish risk controls (misclassification, co-employment risk mitigation, access controls, segregation of duties, data privacy) in partnership with Procurement, Legal and Security.
  • Create a VMS playbook and standard operating procedures (SOPs) for request, approval, onboarding, time/cost management, extensions, and offboarding.

Demand Management & Process Excellence

  • Define processes to improve visibility to the DTS demand pipeline.
  • Implement capacity planning and skills taxonomy to align demand with preferred suppliers and delivery models (onshore/offshore/nearshore).
  • Drive rate-card adherence, competitive rate benchmarking, and exception governance.

VMS Ownership

  • Own and administer the VMS (configuration, workflow rules, templates, role-based access, compliance controls).
  • Maximize tool leverage (analytics, dashboards, alerts, audits, supplier scorecards, rate enforcement).
  • Lead VMS implementations or expansions (new modules/geographies/business units), ensuring change management and training.

Vendor Performance & Commercial Discipline

  • Reporting / Monitoring / Performance Management: create vendor scorecards, SLAs/OLAs, and performance reviews (fill rates, cycle times, quality, attrition, compliance, cost).
  • Drive adherence to preferred suppliers; govern exception routing; enforce rate cards and commercial terms.

Insights & Management Reporting

  • Build Executive-ready dashboards and management reporting: headcount, spend, rate compliance, cycle times, pipeline visibility, supplier mix, attrition, tenure & extension patterns, savings.
  • Provide data-driven recommendations (optimize supplier panel, delivery model, rate revisions, process bottlenecks).
  • Run continuous improvement initiatives.

Role Overview

  • The Contingent Labor Governance Consultant is responsible for establishing and leading best practices for contingent workforce governance within DTS.
  • This role drives process excellence, tool adoption (VMS), supplier compliance, and actionable insights, focusing on business operations and governance rather than talent acquisition.
  • The consultant ensures demand visibility, rate discipline, contract adherence, and performance management across a population of approximately 3,000 contingent resources.
  • By fostering a culture of continuous improvement and strategic alignment, the consultant empowers teams to maximize value, mitigate risk, and maintain control across the contingent labor landscape.

Core Responsibilities

  • Develop and implement governance frameworks, policies, and operating models for contingent workforce management, ensuring compliance with legal, finance, security, and procurement requirements.
  • Lead end-to-end processes for contingent workforce lifecycle management, including supplier panel design, sourcing channels, rate card strategy, onboarding, extensions, and offboarding.
  • Establish risk controls (misclassification, co-employment risk mitigation, access controls, segregation of duties, background checks, data privacy) in partnership with the vendors, HR, Legal, Security, and Compliance.
  • Own and administer the VMS (Beeline, VNDLY, SAP Fieldglass, or Coupa), including configuration, workflow rules, templates, integrations, and compliance controls.
  • Drive process excellence in demand management, capacity planning, skills taxonomy, and rate-card adherence.
  • Create and maintain vendor scorecards, SLAs, and performance reviews to monitor fill rates, cycle times, quality, attrition, compliance, and cost.
  • Build executive-ready dashboards and management reporting to provide insights on headcount, spend, rate compliance, supplier mix, and savings.
  • Partner with IT, Procurement, and Finance to maintain integrations and support VMS implementations or expansions.
  • Run continuous improvement initiatives.

Key Deliverables / Value Enabled

  • Strategic alignment of contingent labor engagements with enterprise priorities.
  • Scalable governance frameworks that drive accountability, transparency, and timely decision-making.
  • Dashboards and reporting that provide actionable insights into supplier health, risks, and performance.
  • Improved capacity planning and resource allocation, reducing bottlenecks and increasing throughput.
  • Enhanced cross-functional collaboration between business, IT, finance, and procurement teams.
  • Consistent execution of contingent labor management practices across departments.
  • Compliance with established standards and policies, reducing risk of non-compliance.

Required Qualifications

  • 5–10+ years in contingent workforce management, vendor management, sourcing operations, or PMO within large IT organizations.
  • Familiarity with various commercial models, including fixed-bid, time & material, managed services, and other contractual frameworks.
  • Hands-on VMS experience: Beeline, VNDLY, SAP Fieldglass or similarities.
  • VMS implementation experience is a strong plus (process design, configuration, data migration, integrations, UAT, hypercare).
  • Proven ability to define governance and enforce adherence across distributed stakeholders.
  • Experience with rate-card management, preferred supplier programs, and performance scorecards.
  • Strong analytics/reporting with advanced Excel skills; comfort with data quality, reconciliation, and controls.
  • Familiarity with procurement, finance, and legal processes (POs, invoicing, T&Cs, timesheets, and compliance standards).
  • Excellent stakeholder management; ability to act as a liaison between vendors and DTS teams.
  • Ability to work during US time zone.

Preferred Skills

  • Experience with Coupa and Apptio Target Process.
  • Knowledge of MSAs/SOWs, co-employment risk, and audit frameworks.
  • Lean/Six Sigma or process improvement certifications.
  • Experience with nearshore/offshore delivery models and global supplier governance.
  • Problem solving and decision making with attention to detail and ability to resolve complex issues.
  • Organizational savvy and interpersonal effectiveness to influence and drive change.
  • Resilience and adaptability in navigating change and ambiguity.
