About The Role

  • Plan, direct, organize or coordinate resources necessary to assure Target supply chain ethically delivers safe and quality owned brand products to guests throughout the product’s lifecycle, in a systematic approach.
  • Effectively measure, monitor and report on the qualitative aspects of a specified tangible or non-tangible output to drive supply quality excellence.
  • Oversee a team of quality engineers engaged in quality activities throughout product’s life cycle.
  • Lead or participate global QMS projects & regional continuous improvement projects to drive excellence of product/supply quality.


Principle Duties and Responsibilities:

  • Product and technical knowledge
  • Ability to understand different product categories, guest expectation and brand expression
  • Deep understanding of manufacturing processes with the ability to identify and mitigate risk
  • Ability to de-construct diverse and ever evolving manufacturing processes
  • Understand process management - able to determine the critical processes to quality and its controls to prevent or mitigate potential issues/risks
  • Knowledge of tools from Lean/Six Sigma/ TOC/SPC to assess matrix performance and drive action
  • Lead and guide teams to support factory elevation through technical expertise and continuous improvement initiatives


  • Quality Strategy and Management
  • Understand and able to assess the effectiveness of a factory’s preventive QMS and its sustainability against varying manufacturing processes
  • Plan for quality through preventive product risk mitigation, factory capability assessment and capacity validation prior to production.
  • Strategic overview of the factory matrix in order to prioritize and identify areas of opportunity to drive elevation
  • Understand and lead the team in quality management concept & tools for oversight of field operations
  • Evaluate the health of the matrix: through quality principles, assessment and elevation of vendors and factories QMS.


  • Brand Management and Guest Expectations
  • Understand the guest expectation through voice of the guest always guiding the team through this lens.
  • Ensure field operations leverage product standards, specification, approval samples and testing requirement/protocols to oversee and train 3rd parties and TM’s.
  • Coach team to understand brand strategies, business priorities and brand expression to make the right decision timely focused on the guest.


  • Data, Reporting, Analytics and KPI’s
  • Lead team to analyze factory capability, quality and production performance to hold vendor accountable in supply chain elevation.
  • Leverage data to identify opportunities for calibration, continuous improvement and problem solving
  • Extensive use of quantifiable data and KPIs in decision-making.
  • Drive cost of poor quality reduction with a focus on greater efficiency and right first time quality


  • Communication/CFT Collaboration
  • Lead holistic and strategic communication interaction points across teams. Sharing strategy and vision with CF leaders for alignment.
  • Enhance factory on boarding to capitalize on business opportunities & needs.
  • Collaborates with Sourcing on appropriate vendor/factory selection, business placement based on product risk, factory capabilities & capacity.
  • Successfully navigate through tough choices and be able to articulate a strong point of view both internally and externally - to leaders, peers, team members and vendor/factories.
  • Engage in factory matrix optimization and influence business decision through CFT collaboration based on business needs and quality performance.
  • Steer decision effectiveness and efficiency; take smart risk based on facts, figures and guest insights through critical thinking

  • Constantly assess, redeploy and exit misaligned talent
  • Ensure oversight and drive effectiveness of the onboarding process and ensure team members are properly trained with both technical and soft skills
  • Manage knowledge sharing with cross functional/global teams
  • Identify team's technical knowledge gap; facilitate and steer the learning and sharing of technical knowledge through formal and informal training


  • Operational Excellence and Brand Reputation
  • Adapt to change and adhere to Target strategy, direction and business goals and ensure team’s alignment
  • Continually focus on and demonstrate commitment to concepts of value creation through COQ/Lean/Six Sigma/efficiency
  • Ensure transparency and adherence to escalation process when required
  • Demonstrate the highest level of ethics; make ethics a mantra for TGT and supply chain
  • Escalate critical issues concerning ethics, through the proper channels
  • Provide ongoing support to PSQA HQ and PSQA QMS team for continuous improvement, issue resolution and problem solving.
  • Support HQ through product investigation and activate on guest data appropriately.

Reporting/Working Relationships:

  • Immediate supervisor: PSQA Director or L8 (Sr. MD)
  • Direct Reports: Sr. Production Engineer, Lead Production Engineer.
  • Internal: PSQR (R=Regulatory), OS Sourcing, Global Investigations, Design and Technical Design, RMA, HR&Admin, Finance, OB Strategy & Operations, RSSC.
  • External: Vendor/Factory/ Local 3rd Parties


About You


Minimum Requirements

  • Bachelor degree in engineering
  • Technical disciplines equivalent in retail compliance
  • Quality management, raw material, product or manufacturing experience/knowledge
  • Minimum 10 8-9 years’ experience in industry
  • Minimum 4 years in supervisory/management capacity with similar operational scope and complexity
  • Experience with a US or European based corporation
  • In depth knowledge of US regulatory and safety requirements
  • Excellent leadership/interpersonal skills
  • Excellent communication skills in English and local language
  • Strategic thinking and ability to plan, lead, organize and execute
  • Result orientated, self-motivated, dedicated, enthusiastic and energetic
  • Committed to continuous learning
  • Ability to travel locally and internationally
  • Familiar with data and analytics including Microsoft Windows and Office software applications
  • Ability to use Analytical or scientific software in the work.

Desired Requirements

  • Experience in retail purchasing operations.
  • Experience in leading a cross-cultural team
  • Certified Quality Manager, Engineer or Quality Auditor preferred
  • Lean or 6 Sigma certified preferred
  • Experienced in project management preferred
