SECTION II: PURPOSE OF THE ROLE
To deploy reliability engineering and maintenance strategy for static equipment so as to ensure equipment availability and operational efficiency as per overall established CES guidelines & operations mandate
SECTION III: KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE
Responsibilities
Policies, Processes and Procedures
- Assist in formulation of static discipline's plan and ensure day-to-day execution in line with functional standards & regulations
- Implement policies, processes, and procedures covering all areas of static engineering and maintenance related activities and ensure adherence to relevant procedural / legislative requirements while delivering high quality and cost-effective results
- Provide inputs on maintenance cost and budgeting related to static equipment
- Conduct system and procedure compliance audits in own section and monitor compliance of maintenance systems to set standards including HSEF
Engineering & Periodic Maintenance Operations
- Plan for design, analysis and optimization of all static equipment including pressure vessels, heat exchangers, storage tanks, piping equipment and other equipment
- Coordinate with other departments to ensure that static equipment design and maintenance are aligned with operational requirement and standards
- Drive critical root cause analysis & troubleshooting activities of failures in static equipment and provide suggestions to avoid them in future.
- Review pending inspection of equipment and liaise with operations / maintenance for completion the same. Review all inspection reports and recommendations prior to release
- Review all special and critical / hazards maintenance activities like on line sealing, hot tapping etc. to ensure safety and integrity
- Assume responsibility of major overhauling and shutdown of critical equipment in terms of quality and execution
- Manage site contracts on a regular basis and ensure standardization and validation of vendor/ contractor relationships for site are maintained
- Conduct vendor assessments for supply of fixed equipment spares and consumables and assure quality of supply
- Suggest and drive energy conservation initiatives in order to support environmental sustainability efforts in line with organizational environment strategy
Predictive & preventive maintenance
- Follow established preventive & predictive maintenance policy, perform reliability analysis of all static engineering equipment
- Conduct performance monitoring & benchmarking for continuous improvement in reliability systems
- Ensure optimization of resources at site; provide technical expertise pertaining to static equipment maintenance to sub-ordinates
- Track obsolescence to assess current static equipments implement suggested renewal plan in order to minimize risk of operating on unsupported equipment
- Maintain documents for static equipment maintenance and operations to ensure repository of records for review and audit purposes
Reliability Assurance
- Participate in inter departmental reliability assurance activities like TRIPOD, Plant interface meetings etc. Monitor and implement the recommendations arising out of various activities
- Conduct Reliability Centred Maintenance study at the respective sites such as RBI study. Ensure reliability & maintainability of static equipment at site as per industry benchmark/ internally set targets
- Support in maximizing reliability & availability of static equipements at site through continuous improvement techniques/ up-gradation/ projects or implementation of advance diagnostics
- Identify asset reliability risks & suggest counter-measures to ensure asset failure prevention
People Management
- Participate in recruitment activities & ensure retention / engagement of own team
- Set performance objectives of own team, evaluate / appraise team members and provide regular feedback & guidance
- Guide, mentor and develop own team to take larger and complex responsibilities
- Evaluate training and development requirements for own team and make recommendations for learning interventions
SECTION IV: SUCCESS METRICS (TOP 3-5 KPI's)
- Time to resolution - Throughput increase - % reduction in obsolescence of critical equipment - OEE (Overall equipment effectiveness) - Reduction in unplanned shutdown - Shutdown turn around time/ Mean time between failures - Adherence to health & safety policies

Internal: - S&OR, Site Teams, HR, Finance etc.External: - Vendors, Auditors, Consultants etc.
SECTION VI: KNOWLEDGE AND COMPETENCIES
Education Qualifications
- A Bachelor's Degree in Mechanical / Metallurgical Engineering or a Master's Degree in Mechanical / Metallurgical Engineering (preferred) - Valid certification in ASNT /ISNT Level II in at least two techniques MPI / UT / RT - Training in Root cause analysis will be considered as a strong qualification - Certification in at least two API standards 510 / 570 / 653. - Certification in CSWIP/AWS will be considered a strong qualification
Experience (Must Have & Good To Have)
8-13 years of experience in engineering & maintenance discipline, with at least 5 years of experience in managing the reliability, inspection and corrosion monitoring of fixed equipment
