Job Description

The European Union, together with Denmark, Germany, France and Lithuania, have launched Team Europe Initiative “Eu4Reconstruction: Citizen-Oriented Reforms and Regulations for Rebuilding Ukraine” (hereinafter (EU4Reconstruction Programme) that unites the strength, experience and solidarity of Europe to support Ukraine’s ongoing recovery and reconstruction. The EU4Reconstruction Programme will direct coordinated funding, technical support and digital tools straight into Ukraine’s rebuilding efforts – ensuring that public investment is transparent, accountable, and aligned with EU standards from the ground up.
EU4Reconstruction Programme will reinforce the leadership of the Ministry for Communities and Territories Development (MCTD), strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), and empower local governments to manage reconstruction professionally and sustainably. Civil society and independent media will play an active role in oversight, ensuring public trust and reducing corruption risks.The total allocated budget for the EU4Reconstruction Programme implementation is above 37 MEUR, with co-funding contributions of 15 MEUR from the European Union, 1 MEUR from the Republic of Lithuania, 10 MEUR from the Kingdom of Denmark, 1,6 MEUR from France and 12 MEUR from Germany.The EU4Reconstruction Programme will be implemented by 2 Working streams:
  • Stream 1 – Germany and France.
  • Stream 2 – Denmark and Lithuania.
Lithuania (Central Project Management Agency) will support SARDI by strengthening its capacity to operate as a transparent, efficient, and EU-compliant institution, effectively managing sustainable and accountable reconstruction efforts (hereinafter Stream

2).

Specific Objective of EU4Reconstruction Programme’s Stream 2:

The Ukrainian government is more efficiently and accountably managing reconstruction projects of national and regional competence, as well as those in cities.

Outputs:

  • Capable larger cities have the capacity to develop and manage their reconstruction investments in an efficient and transparent manner, implemented by the Team 2 and Team 1a of the EU4Reconstruction Programme’s Stream 2.
  • SARDI has the capacity to operate as a transparent, efficient, and EU-compliant institution, effectively managing sustainable and accountable reconstruction efforts, implemented of Team 1b of the EU4Reconstruction Programme’s Stream 2.
The duration of EU4Reconstruction Programme’s Stream 2 is 3 years. Lead partner of the Project is Ministry of Foreign Affairs of Denmark (Team 2 and Team 1a), junior partner – Central Project Management Agency (hereinafter CPVA) (Team 1b).

  • Experts Supporting the Advisory Council

Description Of The Assignment

  • Provide technical support in drafting Terms of Reference, rules of procedures, and operational frameworks for the Advisory Council.
  • Prepare analytical background briefs and evidence-based recommendations for decision-making.
  • Support the organization and facilitation of Advisory Council meetings, including agenda setting, minute-taking, and follow-up actions.
  • Monitor and report on the implementation of Advisory Council recommendations.
  • Liaise with SARDI and other stakeholders to ensure strategic advice is aligned with international standards and the Public Investment Management (PIM) framework.

Expert Profile Or Expertise Required

  • Proven experience in drafting governance and operational documents for councils, committees, or multi-stakeholder bodies.
  • Knowledge in institutional mandate-setting, governance structures, and procedural rules.
  • Experience in policy or institutional analysis and preparation of background briefs.
  • Practical experience in organizing multi-stakeholder meetings and facilitating consensus.
  • Ability to monitor, evaluate, and report on advisory body recommendations.
  • Strong analytical, drafting, and communication skills in English (knowledge of Ukrainian is an asset).
  • Familiarity with participatory governance approaches and advisory council best practices.
  • Understanding of sectoral policies relevant to SARDI and public investment.

  • Identify, assess, and manage risks across technical, financial, environmental, and institutional dimensions.
  • Prepare analytical reports, recommendations, and monitoring documentation to support decision-making.

  • General knowledge of public investment planning, management frameworks, and regulatory requirements (national and EU level).
  • Capacity to justify project needs and analyze quantitative and qualitative data.
  • Expertise in life-cycle cost assessment, financial feasibility analysis, and cost–benefit analysis.
  • Understanding of social, economic, and environmental impact assessment methods.

  • Prepare, design, and manage construction projects for social infrastructure, water management, border control points, roads, and bridges.

  • Implement sustainability measures, life-cycle cost assessments, and energy efficiency solutions.
  • Oversee project design, permitting, procurement, construction, and operational phases.
