Role Overview
Contingent Labor Governance Consultant
The consultant provides enterprise-wide visibility and control across a contingent workforce of approximately 3,000 resources, ensuring demand transparency, rate discipline, contract adherence, and performance accountability. Through strong governance frameworks and continuous improvement, this role enables organizations to maximize value, reduce risk, and maintain consistency across the contingent labor ecosystem.
Core Responsibilities
- Design and implement governance frameworks, policies, and operating models for contingent workforce management, ensuring alignment with legal, finance, security, procurement, and compliance standards.
- Lead end-to-end contingent workforce lifecycle processes, including supplier strategy, sourcing channels, rate card management, onboarding, extensions, and offboarding.
- Establish and enforce risk controls related to worker classification, co-employment, access management, segregation of duties, background checks, and data privacy in collaboration with HR, Legal, Security, Compliance, and vendors.
- Own and administer the Vendor Management System (VMS) such as Beeline, VNDLY, SAP Fieldglass, or Coupa, including configuration, workflows, templates, integrations, and compliance controls.
- Drive process excellence in demand intake, capacity planning, skills taxonomy, and rate-card adherence.
- Develop and maintain supplier scorecards, SLAs, and performance reviews, tracking metrics such as fill rates, cycle time, quality, attrition, compliance, and cost.
- Build executive-level dashboards and reporting to provide actionable insights into headcount, spend, rate compliance, supplier mix, and cost savings.
- Partner with IT, Procurement, and Finance to support VMS integrations, enhancements, and implementations.
- Lead continuous improvement initiatives to enhance efficiency, governance maturity, and stakeholder experience.

- Reduced compliance and operational risk through standardized controls and policies.
Required Qualifications
- 5–10+ years of experience in contingent workforce management, vendor management, sourcing operations, or PMO roles within large IT organizations.
- Experience working with multiple commercial models, including time & materials, fixed-price, managed services, and other contractual structures.
- Hands-on experience with VMS platforms such as Beeline, VNDLY, SAP Fieldglass, or similar tools.
- VMS implementation experience preferred, including process design, configuration, data migration, integrations, UAT, and post-go-live support.
- Demonstrated ability to define governance standards and enforce compliance across distributed stakeholders.
- Strong experience with rate-card governance, preferred supplier programs, and performance scorecards.
- Advanced Excel and reporting skills with a strong focus on data accuracy, reconciliation, and controls.
- Working knowledge of procurement, finance, and legal processes, including POs, invoicing, timesheets, and contract compliance.
- Excellent stakeholder management skills with the ability to act as a trusted liaison between vendors and internal teams.
- Ability to work during U.S. business hours.
Preferred Skills
- Experience with Coupa and Apptio Targetprocess.
- Knowledge of MSAs, SOWs, co-employment risk mitigation, and audit frameworks.
- Lean, Six Sigma, or other process improvement certifications.
- Experience supporting nearshore and offshore delivery models and global supplier governance.
- Strong problem-solving and decision-making skills with attention to detail.
