Job Purpose:

The Incharge - Project QSE is responsible for managing and monitoring all Quantity Surveying (QS) and Estimation (E) activities at the BU (Business Unit) level. This role ensures effective cost control, accurate budgeting, and timely cost reporting throughout the project's lifecycle for all Projects under BU / Region. The Incharge will be responsible and accountable for the preparation of Budgets and Cost estimates, track and report on actual costs, and ensure that cost-related risks are identified and mitigated. The position requires close collaboration with project teams, cost consultants, and other stakeholders to ensure adherence to budgets, optimize costs, and manage change orders efficiently.

Responsibilities

Incharge - Project QSE

Cost Estimation And Budgeting

Preparation of Project Budgets at various stages including detailed cost estimates, cost summarization, budget assumptions etc and initiating Budget Sign off.Conduct / Review and validate quantity take-offs from design drawings and assess the cost impact of any changes.Preparation (inhouse or by Cost Consultant) and validation of BOQs for all civil and MEPF services and validate quantity take-offs from design drawings and assess the cost impact of any changes.Assessing rates for BOQ items based on reference rates from similar ongoing projects.Provide detailed cost estimates for pre-construction, construction, and post-construction stages, ensuring compliance with project specifications.

Coordination With Cost Consultant & Validation

Coordinating with cost consultants and validating their QS and Estimation (E) work to ensure compliance with regional standards and project requirements.Reviewing and correcting any discrepancies in the QS and Estimation data provided by the cost consultants.Clarifying bidder queries regarding BOQs and quantification, and supporting the TC team as needed.Monitoring escalation and contingencies budget provisions and ensuring alignment with approved budgets.

Collaboration With Project Teams And Stakeholders

Work closely with project managers, cost consultants, and billing engineers to ensure accurate cost tracking and reporting.Cascade down project cost responsibilities to team members and ensure adherence to budgeting processes.Support the project team in managing cost-related queries, including clarifying BOQs, material pricing, and any potential changes in scope.

Change Management And Variance Control

Monitor and manage change orders, extra items, quantity variations, and claims, ensuring these are accurately recorded and validated.Evaluate cost implications of design changes and other adjustments, recommending alternatives or corrective actions.Monitor escalation and contingency provisions, initiating approval for allocation where required.

AOP Monitoring And Tracking

Providing essential inputs on costing, workflow, and cash flow for the region’s Annual Operating Plan (AOP).Monitoring AOP performance at the regional level, comparing actuals to planned figures, and analyzing variances to identify corrective actions.

Cost Reporting And Documentation

Prepare regular cost reports (e.g., CTC reports) for the project, highlighting variances, risks, and corrective actions.Track and report on actual cost incurred versus committed costs, ensuring data is captured in project management systems.Maintain accurate records of all cost-related documents, including invoices, change orders, and budget amendments.Monitor and track project costs at all stages, ensuring alignment with the approved budget.Compare actual project costs to the budgeted costs and identify variances, providing analysis and corrective action recommendations.Ensure effective implementation of cost control measures and flag potential cost risks, including escalation and contingency provisions.

Value Engineering And Cost Optimization

Conduct and Participate in value engineering workshops to identify cost-saving opportunities and optimize design and material choices.Review and validate cost estimates for each design option, ensuring the project achieves cost efficiency without compromising on quality.Suggest and implement cost optimization strategies throughout the project lifecycle.

Risk Identification And Mitigation

Proactively identify cost-related risks, including material price fluctuations, labor availability, and project delays, and develop mitigation strategies.Ensure that any risks impacting project costs are communicated and addressed in a timely manner.

Audit And Compliance

Ensure that all QS and Estimation work across all projects in the BU / Region is compliant with SOPs and Standard Formats, industry regulations, and project requirements.Support internal audits and provide corrective actions as necessary to address any discrepancies in project cost data.Responding to audit observations and ensuring corrective actions are taken to address any discrepancies.

Qualifications

Educational Qualification:

Bachelor's degree in Civil Engineering, Quantity Surveying, or a related field

Work Experience (Range Of Years)

14-16 Years

Preferred Industry

Experience in Quantity Surveying and Estimation, with at least 3 years in a project-based role.Proven experience in managing project costs, budgets, and cost reporting in a construction or real estate development environment.Familiarity with construction processes, including GFC drawings, BOQs, change orders, and procurement management.Experience in managing cost optimization and value engineering efforts at the project level.
