We are seeking a dynamic and experienced Business Development Manager to lead end-to-end proposal development and bid management processes across government, multilateral, and enterprise opportunities. The ideal candidate will demonstrate a strong understanding of RFPs/RFIs/RFQs, proposal writing, and government procurement systems, particularly in consulting, socio-economic research, and the development sector. You will play a pivotal role in driving organizational growth by delivering timely, compliant, and compelling bids while building strong networks with partners and clients.
A. Bid & Proposal Management
• Lead the entire bid cycle—from opportunity identification and qualification to strategy, content development, and final submission.
• Develop persuasive, tailored proposals and expressions of interest (EOIs) aligned with client needs and organizational strengths.
• Ensure strict adherence to eligibility conditions, submission guidelines, timelines, and technical/financial formats.
• Coordinate with internal teams (research, delivery, finance, HR, operations, legal) to compile inputs and documentation.
• Respond to post-submission queries, coordinate presentations, and assist in negotiations when required.
• Maintain a structured repository of templates, case studies, partner profiles, CVs, project sheets, and reusable content.
B. Business Development & Market Intelligence
• Independently own the lifecycle from lead identification to commissioning, including opportunity tracking and bid conversion.
• Monitor government and donor procurement portals (e.g., GeM, CPPP, UNGM, DevNet, etc.) for new RFPs.
• Analyze bid performance to improve win rate and bidding efficiency.
• Map sectoral trends, competitor activities, and funding forecasts to inform proactive business strategy.
• Contribute to identifying and expanding into new opportunity domains.
C. Partnerships & Stakeholder Engagement
• Identify and engage strategic partners, consultants, and domain experts for consortiums and collaborative bids.
• Liaise with external stakeholders including government bodies, NGOs, and multilateral agencies.
• Build and maintain quality relationships with clients, partners, and vendors.
• Represent the organization at relevant forums, workshops, and business networking events.
D. Organizational Collateral Development
• Curate and update organizational documents including capability statements, CVs, project description sheets, annual reports, and marketing material.
• Contribute to external communications, branding, and proposal marketing strategies.
• Help create dialogue avenues with media and ensure brand visibility.
• Postgraduate degree in Business, Economics, Public Policy, Development Studies, or related fields (MBA/PGDM preferred).
• 5–8 years of experience in bid management or business development, preferably in consulting, research, or development sectors.
• Proven track record in managing and winning complex government and donor-funded tenders (India and/or international).
• Strong knowledge of government e-procurement systems (GeM, CPPP, NIC, etc.).
• Excellent written and verbal communication skills, with proficiency in English.
• Proficiency in MS Office tools (Word, Excel, PowerPoint); familiarity with bid automation/proposal management tools is a plus.
• Strong organizational and project management skills with the ability to prioritize under tight deadlines.
• Ability to synthesize technical content into client-focused language.
• Willingness to travel for meetings, field visits, or stakeholder engagement.
• Entrepreneurial mindset with a high sense of ownership and accountability.
• Strategic thinker with strong analytical skills.
• Excellent interpersonal skills to influence, negotiate, and lead internal and external teams.
• Comfortable working in a fast-paced and mission-driven environment.
