Role Overview

NCCCL is on a transformative journey to establish a world-class HR function that sets a new benchmark for the Indian construction sector. As Head – HR & Administration, you will lead this charge, shaping and executing a strategic HR vision that aligns with NCCCL’s ambitious growth plans. You will be responsible for designing and implementing end-to-end HR policies, systems, and teams—covering talent acquisition, onboarding, performance management, culture building, leadership development, and workforce optimization across both white-collar professionals and our subcontracted labour workforce.


This role is a once-in-a-career opportunity for an experienced HR leader from the buildings and factories contracting/ EPC sector to establish a cutting-edge HR framework that enables scalability, efficiency, and excellence in execution. You will also drive the creation of a Labour Resource Division, ensuring that our projects have a steady, high-quality subcontracted labour workforce to meet site construction demands. Candidates must be able to demonstrate domain-specific knowledge of the construction & general contracting sector around sectoral laws, policies, compliances, etc.


Key Responsibilities

  • Strategic HR Leadership & Organizational Development
  • Develop and execute a comprehensive HR strategy that aligns with NCCCL’s growth objectives
  • Establish policies, SOPs, and frameworks for recruitment, onboarding, performance management, learning & development, succession planning, and organizational culture.
  • Set up and manage a best-in-class HR team, defining key HR roles and budgeting for recruitment and HR operations.


Talent Acquisition & Workforce Planning

  • Build a structured, proactive hiring function for white-collar professionals (engineers, project managers, finance, etc.)
  • Develop an Employer Branding strategy to position NCCCL as a top employer in the construction industry.
  • Implement a robust manpower planning model for project sites, ensuring real-time workforce alignment with business needs.


Labour Resource Management & Site HR Operations

  • Set up a Labour Resource Department to manage and streamline the recruitment and onboarding of labor subcontractors.
  • Drive efficiency in labour availability, compliance, and welfare management to avoid site delays and ensure smooth execution.
  • Strengthen compliance and worker safety standards in collaboration with project heads.
  • Promote labour contractor and worker wellbeing at site through initiatives and management support.


Performance Management, Culture & Employee Experience

  • Develop a performance-driven culture with clear KPIs, career progression paths, and rewards & recognition programs.
  • Implement an employee engagement framework that fosters motivation, retention, and organizational alignment.
  • Introduce best practices in leadership development and training to build a strong talent pipeline.


HR Compliance, Policies & Digital Transformation

  • Ensure full compliance with labour laws, construction industry regulations, and corporate policies.
  • Drive the digital transformation of HR processes, implementing modern HRMS tools for automation and efficiency.


Qualifications & Skills

  • Experience: Minimum 15+ years in HR leadership roles within the construction contractor/EPC sector (particularly a contracting company buildings & factories preferred).
  • Education: MBA/PGDM in HR, Industrial Relations, or related field from a reputed institute.
  • Expertise: Proven track record in setting up and scaling HR teams, policies, and functions from scratch.
  • Industry Knowledge: Deep understanding of labour laws, compliance, and site-based HR operations.
  • Strategic Leadership: Ability to drive organizational change, workforce planning, and HR budgeting at scale.
  • Stakeholder Management: Strong ability to engage and influence senior management, site teams, and labor contractors.
  • Tech-Savvy: Experience in implementing HR technology, analytics, and automation for workforce management.
