Role: Labour Relations & Workforce Mobilisation (Buildings & Factories Division) Head Office: Mumbai (with regular travel to project sites pan-India) Reporting To: Executive Director – Projects / Director – Strategy & Operations Role Description NCCCL is seeking a seasoned professional to lead and institutionalise labour contractor hiring, workforce mobilisation, and retention across all its buildings and factories construction projects . This role is critical in moving from a project-led, ad-hoc labour mobilisation model to a centrally governed and strategically supported labour contractor ecosystem , aimed at ensuring timely deployment of skilled/unskilled workforce, improving contractor loyalty, and reducing execution delays due to manpower shortages. Key Responsibilities Labour Contractor Hiring & Network Development Develop and own a pan-India network of reliable, trade-specific labour contractors (shuttering, masonry, bar-bending, plastering, tiling, etc.) for buildings and factory works. Build and manage a centralised database of labour contractors , capturing mobilisable strength, trade specialization, performance history, and compliance status. Design and implement standardised onboarding, evaluation, and re-engagement criteria to support project execution teams. Labour Mobilisation & Planning Collaborate with Project Directors and Planning to forecast monthly workforce requirements for each project. Lead and oversee labour mobilisation across regions to ensure timely ramp-up and zero idle periods . Support stalled or underperforming sites with emergency labour augmentation through HO-linked contractors. Labour Contractor Retention, Welfare & Relationship Management Identify and nurture long-term, high-performing labour contractors to reduce dependence on site-level sourcing. Introduce loyalty models (preferred partner programs, volume-linked incentives, exclusive access to future tenders, etc.). Lead quarterly and annual contractor review sessions to build trust, resolve issues, and improve satisfaction. Design and deploy site-specific productivity metrics and tracking in coordination with Projects and Planning teams. Work with HO HR and Safety to roll out labour orientation, safety induction, and trade upskilling programs . Monitor and ensure statutory compliance, safety standards, and grievance redressal in alignment with NCCCL's site protocols. HO Labour Resource Process & Systems Standardisation Establish SOPs and policy guidelines for labour mobilisation, contractor selection, re-deployment , and exit. Collaborate with ERP/IT to implement digital tracking of labour headcount, trade-wise availability, and productivity . Align processes across HO and sites to reduce variability and standardise performance expectations. Qualifications & Experience 10–18 years of experience in labour mobilisation and contractor management within building/factory construction companies (EPC, general contractors, or large developers). Must have hands-on experience working with labour contractors in trades specific to residential, commercial, industrial, or institutional buildings . Strong knowledge of labour compliance, wage codes, contractor agreements , and site HR admin processes. Proven ability to build scalable systems and lead HO-level functions that support site execution teams.
