Reports To: Chief Operating Officer (COO) | Location: Remote
· Lead the offshore Portal Team in the design, build, testing, and deployment of MyHUB, ConserveHUB, and related product enhancements.
· Ensure all products are developed according to defined timelines, quality standards, and integration requirements.
· Manage day-to-day development activities including sprint planning, QA, and release management.
· Provide regular progress updates and technical reporting to the COO and U.S.-based leadership team.
· Oversee release readiness and post-deployment validation to maintain stability and performance.
Operational & Process Discipline· Develop and document standardized delivery and support processes to ensure consistency across projects, including handoff checklists, QA sign-offs, and deployment runbooks.
· Create and maintain comprehensive technical and process documentation, ensuring knowledge transfer and continuity across global teams.
· Establish structured onboarding and training programs for new developers, QA, and support staff to promote best practices and reduce ramp-up time.
· Collaborate with product and support teams to build clear post-deployment support frameworks, including escalation paths, SLA monitoring, and feedback loops for continuous improvement.
Team Leadership & Operations· Manage and mentor developers, QA engineers, and UI/UX contributors within the offshore team.
· Implement clear processes for task management, issue tracking, and quality control (e.g., JIRA, GitHub, Confluence).
· Monitor team utilization, productivity, and adherence to performance SLAs.
· Foster collaboration, accountability, and a continuous improvement mindset within the team.
Coordination with Implementation Partners· Serve as the technical liaison with Enterprise Solutions Consulting (ESC) and other Oracle implementation partners.
· Ensure portal development and integration efforts align with project milestones and client delivery schedules.
· Support delivery teams with troubleshooting, testing, and API coordination as needed.
Vendor & Partner Management· Coordinate with external vendors and development partners involved in product build, hosting, or security.
· Manage communication, documentation, and delivery expectations for third-party integrations.
· Participate in technical evaluations and onboarding for new vendors or technology providers.
Product Roadmap & Alignment· Work closely with the COO to maintain the product roadmap and ensure alignment with Oracle CCS updates and partner releases.
· Provide input on feature prioritization and feasibility based on technical capabilities and resource capacity.
· Ensure timely adoption of Oracle and industry best practices for integration, performance, and compliance.
Compliance, Security & Quality Assurance· Ensure products meet PCI, OWASP, and other relevant security and compliance requirements.
· Oversee code reviews, testing, and environment management to maintain product stability and security.
· Support audit and documentation processes related to technical compliance and client requirements.
QualificationsTechnical Expertise· 10+ years of experience in software development, with 5+ years in a technical leadership or delivery management role, preferably in SaaS or enterprise environments.
· Strong understanding of modern web technologies (React, Angular, .NET Core, or equivalent frameworks).
· Proficiency in API development and integration, particularly RESTful and JSON-based architectures.
· Working knowledge of Oracle Cloud Infrastructure (OCI) or Oracle Customer Cloud Service (CCS) integration is highly desirable.
· Familiarity with AWS or other major cloud platforms for hosting, CI/CD, and deployment management.
· Experience overseeing QA and release cycles using tools like JIRA, GitHub, Bitbucket, or Azure DevOps.
· Strong understanding of data security and compliance frameworks such as PCI-DSS, SOC2, OWASP, and GDPR.
Leadership & Management· Proven ability to lead and scale offshore technical teams, balancing development speed with code quality and security.
· Experience implementing Agile or hybrid development methodologies, including sprint management, backlog grooming, and iterative delivery.
· Skilled in resource planning, team utilization tracking, and performance management for offshore teams.
· Strong documentation and communication skills — able to provide clear reporting to U.S.-based leadership and coordinate across time zones.
· Demonstrated ability to collaborate with functional and non-technical stakeholders, translating business goals into executable technical plans.
Operational & Process Discipline· Experience managing technical delivery pipelines and ensuring adherence to SLAs and project milestones.
· Familiarity with incident management, escalation handling, and root cause analysis.
· Strong focus on code review standards, testing automation, and deployment reliability.
· Proven ability to enforce governance around change management and environment controls (QA, staging, production).
Required Industry Experience· Prior work in utilities, energy, or government SaaS platforms, particularly where data accuracy, billing, and regulatory compliance are critical.
· Exposure to customer portal solutions, billing/payment integrations, or CRM systems (such as Oracle CCS, SAP, or CIS platforms).
· Experience integrating with payment gateways or billing processors via secure APIs (PCI scope awareness a plus).

· Knowledge of utility billing or CIS data models and integration patterns.
· Project management certification (e.g., PMP, CSM) or equivalent practical experience managing enterprise software delivery.
