Job Summary : This role is responsible for managing all equipment procurement activities related to shipbuilding/Ship repairs/Heavy Fabrication projects. This role ensures the timely, cost-effective, and compliant acquisition of essential equipment to support project needs. The role supervises a team of purchase officers/buyers and collaborates with internal stakeholders to meet procurement targets, optimize supplier relationships, and contribute to overall project success.
This role is crucial in supporting shipbuilding operations by securing necessary equipment within budget and project timelines. Drives procurement efficiency, compliance, and cost control, ensuring alignment with the shipyard’s operational goals and quality standards.
Job Responsibility :
Manage Equipment Procurement Operations
- Oversee all procurement activities for Equipment related to shipbuilding projects and Heavy Fabrication.
- Develop and implement procurement strategies to secure equipment within budget, adhering to project timelines and operational requirements.
- Improve the payment terms and ensure the timely payment to the vendors.
- Ensure the TAT of PR to PO and PO to delivery with system improvement.
- Leverage the digital tools , RPA to improve the efficiency .
- Review and approve purchase orders, ensuring all acquisitions align with company policies, procurement guidelines, and project specifications.
- Import shipment handling end-to-end requires a well-organized approach that incorporates system integration, purchase order management, logistics coordination, customs compliance, and final delivery. Accountability at each step ensures that the process runs smoothly, from initial purchase order creation to final delivery and post-delivery analysis with zero demurrage.
Optimize Supplier Relationships
- Identify and evaluate potential suppliers, conducting due diligence to ensure quality, reliability, and compliance with shipyard standards.
- Negotiate contract terms, pricing, and service agreements to achieve the best value while maintaining long-term supplier relationships.
- Manage supplier performance, regularly reviewing adherence to timelines, and cost-effectiveness to optimize supplier partnerships.
Ensure Compliance & Cost Control
- Implement procurement policies, systems, and controls to ensure compliance with procedural, legislative, and quality requirements.
- Monitor procurement expenses to maintain alignment with project budgets, identifying opportunities for cost reduction and optimization.
- Conduct regular audits of equipment procurement activities to ensure accuracy, transparency, and adherence to internal and external compliance standards.
Lead & Develop Procurement Team
- Supervise and mentor a team of purchase officers/buyers, setting clear performance goals and providing guidance on complex procurement tasks.
- Conduct regular performance evaluations, identify training needs, and support professional development initiatives to enhance team capabilities.
Drive Process Improvement
- Identify areas for improvement within the equipment procurement process, implementing best practices to enhance efficiency, accuracy, and supplier responsiveness.
- Support the adoption of digital tools and procurement software to streamline processes, improve tracking, and maintain transparent records.
Coordinate with Internal Stakeholders
- Collaborate with commercial, project management, engineering, and production teams to understand equipment requirements, ensuring timely procurement to meet project milestones.
- Communicate regularly with Head Shipbuilding & Refit Procurement and VP Supply Chain Management & Procurement to provide updates on procurement status, supplier issues, and cost controls.
- Act as a liaison between the procurement team and other departments, facilitating effective information flow and alignment with project needs.
Manage Contract & Risk Assessments
- Review and manage contractual agreements for equipment, ensuring terms and conditions align with company policies and project requirements.
- Conduct risk assessments to identify potential issues related to material quality, timelines, or costs, developing mitigation strategies to protect project outcomes.
- Ensure that contract obligations are met, addressing any non-compliance issues and negotiating resolutions as required.
Prepare Reports & Documentation
- Maintain accurate and up-to-date documentation for all equipment procurement activities, including purchase orders, contracts, supplier evaluations, and compliance records.
- Prepare detailed reports on procurement activities, budget variances, and supplier performance, providing insights to the Head of Bulk Materials & Equipments procurement for Shipbuilding and senior management.
- Ensure timely submission of management reports, aligning with internal governance standards and procurement best practices.
Preferred Qualifications:
- Bachelor’s degree in Mech / Electrical Engineering , Supply Chain Management, Business Administration, or a related field is a must
- Professional certifications in Procurement, Supply Chain Management, or Contract Management are beneficial.
Preferred Experience:
- 10+ years of experience in procurement or supply chain management, with a focus on equipment procurement within shipbuilding, heavy engineering, or a similar industry.
- Proven experience in Imports, LC payment terms, supplier negotiation, contract management, and managing a team of procurement professionals.
