POSITION DESCRIPTION :

The Control Manager is responsible for establishing and overseeing all project control systems and processes across scheduling, cost management, risk management, and progress reporting. This role ensures real-time visibility into the project’s health and performance by integrating program controls into the PMC’s delivery strategy. The Control Manager works closely with the Project Manager, Procurement, Design, and Construction teams to track deviations, flag risks, and drive proactive decision-making to keep the project on track in terms of cost, time, and quality.


WORK LOCATION :

A specific project/site has not yet been finalized. Samsung C&T is building a pool of manpower that can be deployed to major PMC projects in India. Shortlisted candidates will be contacted upon project commencement and site assignment.


ROLES AND RESPONSIBILITIES :

Project Scheduling & Planning

  • Develop and maintain the integrated master schedule (IMS) using Primavera P6, covering design, procurement, construction, testing, and commissioning phases.
  • Coordinate with all package managers and stakeholders to align individual workstreams with the overall project critical path.
  • Perform schedule validation and periodic updates to reflect actual progress, delays, or re-sequencing.

Progress Monitoring & Reporting

  • Implement systematic project monitoring systems for tracking physical progress, milestone achievements, and deliverable completion.
  • Prepare monthly progress reports, earned value analysis, and variance reports.
  • Integrate program progress with contractor reporting to ensure consistency and accountability.

Cost Control & Forecasting

  • Support the Cost Control team by aligning budget baselines with the schedule, and forecasting expenditures based on work progress.
  • Monitor cash flow, budget reconciliation, and cost-to-complete against actual project performance.
  • Coordinate with Finance and Procurement for invoice verification and validation of progress-based payments.

Risk Management & Contingency Planning

  • Lead risk identification and mitigation planning during the construction phase, coordinating closely with the Risk Manager and all package leads.
  • Maintain a live risk register with categorization (technical, operational, financial, external), mitigation actions, and impact ratings.
  • Participate in weekly and monthly risk review workshops and ensure alignment with the change control process.

Change Management & Claims Control

  • Interface with Change Management and Claims teams to assess the impact of scope changes and variation orders on cost and time.
  • Analyze contractor claims from a schedule and cost perspective and contribute to negotiation strategies.

Control System Integration & Optimization

  • Establish and enforce control protocols for integrating inputs from design, procurement, and execution into a unified PMC dashboard.
  • Support digital reporting platforms and ensure that control data is accurate, timely, and accessible.


REQUIRED QUALIFICATIONS:

  • Minimum of 15 years of experience in project controls, including 10 years in major construction projects ideally mixeduse, high-rise, or infrastructure, born from 1964 and above.
  • Fluency in both English and Korean is mandatory, with strong verbal and written communication skills in both languages.
  • Willingness to relocate to the project location for the duration of the contract.
  • Experience working in a PMC or EPCM environment with multiple interface packages and stakeholder requirements.
  • Bachelor’s degree in engineering, Construction Management, or related field.
  • PMP certification or equivalent (preferred).
  • Formal training in cost control, scheduling, or earned value management is advantageous.
  • Primavera P6 (mandatory), Microsoft Project, MS Excel (advanced), Power BI or similar dashboarding tools.
  • Proficiency in earned value management (EVM), and critical path analysis.
  • Familiarity with contract and claims implications on time and cost.
  • High attention to detail with strong analytical and problem-solving abilities.
  • Excellent communication and stakeholder coordination skills.
  • Ability to deliver under pressure and synthesize data for executive-level decision-making.
