Role Overview:

Purchase Head – Infrastructure


Key Responsibilities:

  • Strategic Procurement Planning:

  • Develop purchase strategies for infrastructure projects, including civil, electrical, plumbing, HVAC, furniture, and construction materials.
  • Prepare annual procurement budgets and procurement schedules based on project timelines and requirements.


  • Vendor Development & Management:

  • Identify, evaluate, and empanel vendors, contractors, and service providers.
  • Negotiate terms, contracts, and SLAs to ensure best pricing, quality, and delivery timelines.
  • Maintain long-term supplier relationships and performance evaluation systems.


  • Tendering & Contract Management:

  • Oversee preparation of RFQs, RFPs, comparative statements, and purchase orders in compliance with procurement policies.
  • Administer tender processes including e-tendering, bid evaluation, and award of work.
  • Ensure legal and statutory compliance for contracts and agreements.


  • Cost Optimization & Control:

  • Conduct cost analysis, benchmarking, and sourcing alternatives to ensure optimal utilization of university funds.
  • Implement measures to prevent over-procurement, wastage, and unauthorized purchases.


  • Coordination & Liaison:

  • Collaborate closely with the Infrastructure, Project Management, Finance, and Admin departments to align purchases with budgetary and project needs.
  • Liaise with government authorities, auditors, and consultants as required for tender approvals and audits.


  • Team Leadership:

  • Lead and mentor a team of purchase officers and executives across campuses.
  • Establish standard operating procedures (SOPs) and ensure adherence to timelines and documentation.


  • MIS & Reporting:

  • Maintain accurate purchase records, supplier databases, and procurement dashboards.
  • Provide periodic management reports on cost savings, vendor performance, and project procurement status.


Required Skills & Competencies

  • Strong understanding of infrastructure procurement, project materials, and MEP supplies.
  • Expert in negotiation, vendor management, and contract drafting.
  • Experience with ERP-based purchase systems (SAP / Tally / Oracle preferred).
  • High integrity, compliance mindset, and ability to work under deadlines.
  • Strong analytical, financial, and interpersonal communication skills.


Qualification & Experience

  • Bachelor's degree in Engineering (Civil / Mechanical / Electrical) with an MBA in Supply Chain / Materials Management preferred.
  • Minimum

    10–15 years

    of experience in infrastructure procurement — preferably in large educational institutions, real estate, or construction companies.
  • Proven experience in handling

    multi-campus or multi-project procurement portfolios.
