Job Description

Job purpose

To lead and ensure effective implementation of Environment and Social (E&S) safeguards across all phases of the infrastructure project, in compliance with national regulations and international standards (e.g., ADB SPS). The role is responsible for managing environmental, social, health, and safety (ESHS) risks, building stakeholder capacity, ensuring contractor compliance, and driving continuous improvement in E&S performance to support sustainable and responsible project delivery.


Responsibilities

• E&S Planning & Policy Implementation Lead the development and implementation of E&S policies, Project Mobilization E&S Plan (MESP), and ESMS in compliance with JM Baxi, CMA, and ADB Safeguard Policy Statement, with a strict commitment to prohibiting child and forced labor. • Regulatory Compliance & Legal Assurance Ensure adherence to CRZ, EC, CTE/CTO & CTO and Environment clearance compliance conditions., labor, and other statutory environmental and social regulations. Maintain legal registers and conduct compliance evaluations. • ESMP Execution & Monitoring Oversee the execution of ESMP and subplans, integrating recommendations from climate vulnerability assessments and customizing them for ongoing project activities. • Budgeting & Resource Management Secure and manage the E&S budget annually, ensuring adequate personnel, tools, and systems are in place for the implementation of ESMS and compliance measures. • Contractor Management & Oversight Embed E&S requirements in all contractor agreements (EPC/subcontractors), ensure qualified EHS professionals are engaged, and enforce compliance through audits, site inspections, and corrective actions. • Training & Workforce Development Conduct E&S training needs assessments, develop training calendars, and deliver regular training sessions on OHS, labor welfare, communicable diseases, and E&S best practices. • Pollution & Waste Management Implement and monitor air, water, noise, sediment quality, and waste (hazardous and nonhazardous) management systems as per CPCB, IFC, and WB-EHS guidelines, including inventory maintenance. • Health & Safety Assurance Develop and implement OHS manuals and procedures, enforce a Permit to Work system, form safety committees, conduct health screenings, and maintain workplace safety protocols. • Reporting, Auditing & External Reviews Prepare and submit regular E&S performance reports (monthly/annually), engage thirdparty consultants for annual ADB-compliant audits, and disclose reports per lender requirements. • Emergency Preparedness & Community Engagement Develop and update the Emergency Preparedness and Response Plan (EPRP), conduct immunization and awareness programs in surrounding communities, and ensure driver and traffic safety during project execution.
