Job Description

Role Overview

The Data Architect will be responsible for designing and governing the enterprise data architecture framework for e-Governance implementations, ensuring consistent, secure, and interoperable data flows across citizen services, departmental systems, and analytics platforms. The role involves establishing robust data management practices aligned with process areas to achieve data quality, reusability, and lifecycle governance across the program.

Key Responsibilities

  • Define and maintain the enterprise data architecture blueprint supporting the overall e-Governance ecosystem. 
  • Design conceptual, logical, and physical data models covering master data, metadata, transactional data, and reference data. 
  • Establish data standards, naming conventions, and design patterns ensuring uniform data structures across systems. 
  • Develop architecture guidelines for data ingestion, storage, integration, migration, and analytics layers. 
  • Align data architecture initiatives with enterprise goals, government interoperability frameworks, and open data standards. 
  • Create and maintain configuration baselines for data models, schema, and metadata repositories under 

    Configuration Management (CM)

  • Lead Data Governance Council interactions by providing traceability matrices and data audit reports reflecting  compliance. 
  • Architect and oversee integration frameworks between legacy, departmental, and modern systems using APIs, ESB, or data fabric solutions. 
  • Lead design of data exchange architectures following interoperable government standards (e.g., API-first, Open API, XML/JSON-based exchanges). 
  • Collaborate with system integrators to ensure end-to-end data consistency and synchronization across distributed systems. 
  • Establish Data-as-a-Service (DaaS) or Master Data Management (MDM) frameworks that align with e-Governance interoperability goals. 
  • Define data security patterns in accordance with government data protection mandates and Zero Trust principles. 
  • Collaborate with security teams to enforce encryption, masking, anonymization, and access control initiatives. 
  • Ensure conformance with data localization, privacy, and retention policies using systematic configuration and archival practices. 
  • Support internal and external audit readiness by maintaining comprehensive data traceability and change history logs. 
  • Evaluate data platforms (RDBMS, NoSQL, Data Lakes, Warehouses) for scalability, performance, and compliance needs. 
  • Optimize data processing pipelines and storage efficiency across transactional and analytical workloads. 
  • Apply Decision Analysis and Resolution (DAR) practices for evaluating alternate data design or technology options. 
  • Work closely with Solution Architects, BI Architects, and Application Leads to ensure data layer integration within overall enterprise architecture. 
  • Engage departmental data stewards, business analysts, and implementation partners to standardize metadata and classification models. 
  • Document data architectures, lineage diagrams, and governance artifacts in CMMI-compliant structure for ongoing process audits. 
  • Provide knowledge transfer sessions and maintain documentation repositories for long-term maintainability. 

  

Required Skills and Competencies

  • Minimum 10 years of experience in enterprise data architecture, with at least 5 years in e-Governance or enterprise-scale data platform projects. 
  • Deep understanding of data modeling (conceptual, logical, physical), metadata management, and data standardization frameworks. 
  • Proficiency in SQL, data integration tools, and platforms (ETL/ELT, ESB, APIs, Data Lake solutions). 
  • Knowledge of Data Governance, MDM, and Data Lifecycle Management. 
  • Familiarity with cloud-native data services (Azure Data Factory, AWS Glue, Google BigQuery) and government data frameworks. 
  • Strong documentation, communication, and analytical problem-solving abilities. 
  • Awareness of security standards (ISO 27001, NIST, or MeitY guidelines) for data protection and integrity. 

  

Educational Qualification

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field.
