eGovernments Foundation is a leading non-profi t organization dedicated to strengthening public service delivery through scalable technology-backed solutions. The Foundation works closely with governments to design, deploy, and sustain digital systems that improve outcomes in health, governance, and public administration.


About the Project

The 10BedICU Project, launched in 2021, focuses on enhancing critical care capacity in district and sub-district hospitals across India. The initiative has established 214+ functional ICUs, supported by centralized Tele-ICU services and powered by the CARE EMR platform.

Building on this, the project is now piloting CARE HMIS, a modular, interoperable Health Management Information System aligned with national data standards (FHIR, SNOMED CT). The pilot aims to digitize hospital processes across 30 government health facilities, strengthen documentation practices, and enable data-driven decision-making.


About the Role

As a Senior Solutions Engineer, you will serve as the key technical advisor and solutions architect supporting State Health Missions, public health programs, and System Integrators (SIs) in the rollout of the CARE HMIS platform across government hospitals.

You will work at the intersection of technology, healthcare delivery, and policy, helping governments translate their on-ground workflows into digital processes aligned with national standards such as FHIR, SNOMED CT, and ABDM.

This role requires both strong technical depth and excellent communication and coordination skills, someone who can understand a hospital’s operational challenges, evaluate their current systems, and recommend a configuration or integration strategy using CARE’s open-source platform. You will work closely with product managers, implementation teams, and government stakeholders to design and validate scalable, standards-compliant digital health deployments that deliver real-world impact.


Key Responsibilities


1. Solution Design & Technical Advisory

● Understand the functional and infrastructural needs of state health departments, medical colleges, and district hospitals.

● Translate these requirements into scalable digital solutions using CARE’s modular HMIS architecture.

● Advise governments and SIs on deployment models — including managed cloud vs. on-premises hosting, containerization, and security best practices.

● Define integration blueprints with external systems such as eHospital, ABHA, LMIS, or other national health registries.

● Develop and review Solution Design Documents (SDDs), Data Flow Diagrams, and Architecture Notes for state review and procurement processes.


2. Product Understanding & Workflow Mapping

● Develop a deep understanding of CARE’s functional modules — Registration, OPD/IPD, Laboratory, Pharmacy, Radiology, Billing, and MIS.

● Map clinical and administrative workflows to corresponding FHIR resources such as Encounter, Observation, ServiceRequest, CarePlan, and ChargeItemDefinition.

● Work with clinicians and administrators to validate these workflows and translate them into deployable configurations.

● Support the product team in designing reusable configurations that can be adapted across states.


3. Government & Stakeholder Coordination

● Act as the primary technical interface between the CARE core team and external stakeholders including State Health Departments, NIC, CDAC, ABDM, and implementation partners.

● Participate in technical working groups, RFP evaluations, and solution design reviews organized by state agencies.

● Align deployments with state health priorities, data governance policies, and ABDM compliance requirements.

● Conduct technical walkthroughs and capacity-building sessions for government and partner engineering teams.


4. Documentation & Standards Alignment

● Develop and maintain detailed documentation including SOPs, configuration manuals, and technical integration guides.

● Ensure that all proposed workflows, data models, and APIs conform to FHIR and national interoperability standards.

● Maintain traceability between user requirements, digital configurations, and deployed FHIR artifacts.

● Contribute to the CARE documentation portal and GitHub repositories to ensure transparency and knowledge reuse.


5. Implementation Support & Validation

● Work with state and partner technical teams to validate infrastructure readiness, data migration, and system integration.

● Conduct UAT (User Acceptance Testing) and configuration validation sessions with state stakeholders.

● Provide guidance on performance optimization, scalability, and fault tolerance for production environments.

● Track and resolve technical blockers during pilot and scale-up phases in coordination with the core engineering team

● Undertake any other responsibilities assigned by the supervisor in line with project requirements


Required Skills & Qualifications


● Bachelor’s degree in Computer Science, Engineering, Health Informatics, or related field.

● 4–6 years of experience in solutions engineering, system integration, or technical consulting, preferably in health IT or government projects.

● Strong understanding of enterprise architecture, APIs, and cloud/on-prem deployment models.

● Familiarity with FHIR, SNOMED CT, and ABDM architecture.

● Ability to analyze and document complex hospital workflows and convert them into digital configurations.

● Excellent presentation and communication skills, with the ability to explain technical concepts to non-technical audiences.

● Hands-on experience with documentation and collaboration tools such as GitHub, Notion, and Markdown.


Preferred Qualifications

● Prior experience with government eHealth programs, National Digital Health Mission (NDHM/ABDM), or public hospital automation.

● Familiarity with PostgreSQL, FHIR servers, or open-source EMR platforms such as OpenMRS, Bahmni, or CARE.

● Exposure to DevOps or cloud infrastructure concepts (e.g., Kubernetes, Docker, load balancing, monitoring).

● Experience preparing technical proposals, RFP responses, and solution architecture documents for government projects.

● Proficiency in FHIR workflow modeling — e.g., defining CarePlans, PlanDefinitions, and ActivityDefinitions.
