CHIEF SECURITY OFFICER (CSO)
JOB PURPOSE & SPECIFIC RESPONSIBILITIES
The company shall appoint a Chief Security Officer with a professional background and familiarity with aircraft and commercial air transport operations for effective management of company’s security and vigilance organization. Since the CSO requires sufficient authority to ensure full implementation and enforcement of company’s security program in compliance of the BCAS regulatory requirements, the CSO shall have direct reporting to the CEO. This appointment shall be made by the senior management. The CSO shall be responsible for implementing aviation security measures related to company’s employees and its assets with specific regards to the aircraft and airport operations.
CSO shall be overall in charge of security and vigilance with the objective of implementing and maintaining BCAS guidelines, international work culture, standards and recommended practices as applicable under the relevant provisions keeping a balance between ICAO, BCAS and IATA guidelines, educating and implementing best practices to achieve CH & GH KPIs to ensure that Air India SATS provides secure services to customer airlines when posted at the appropriate level.
- The Chief Security Officer shall therefore broadly be responsible for following:
- Application and implementation of security management system as an effective security management tool.
- Compliance with industry requirements and improvement of cooperation with regulatory authorities.
- Development, management and monitoring of security management system that suits the scope of company’s operations.
- Usage of risk management tools in decision making process to continually improve performance both from security and safety angles.
- In view of issuance of new AEP policy by Ministry of Civil Aviation and subsequent implementation of BAC system by BCAS, the CSO shall be responsible for compliance of BAC in all BUs across the country for smooth and effective operations.
- CSO will be the administrative head for the security department
- Stay updated on all the activities of the BUs by taking regular briefings from Security Coordinators
- Monitor and oversee to issue all types of passes after proper assessment of the requests in conjunction with the Security Coordinators of all BUs
- Monitor and oversee that investigations of incidents are carried out as per correct procedures by the Security Coordinator of each station and that correct reports on the findings are submitted.
- CSO will maintain close working relationship with Regulatory Agencies and all customers and attend meetings as required
- CSO will conduct monthly meetings with the Security Coordinators of all Bus and update them about security matters and also address their grievances as per procedures and minutes shall be documented.
- CSO will conduct security audits and security inspections as per relevant quality control guidelines each year and submit report of the findings to CEO
- CSO will assess staff appraisals once a year of all BUs
- Will be responsible for taking action on the audit findings and maintaining records for the same of all the BUs
- CSO will attend meetings convened at BCAS HQS for all GH related activities
- CSO, in-cooperation with BCAS and all other local Airport Authorities, shall ensure security officials of AISATS shall be alert to behavioral pattern and activities of individuals in and around the premises so as to assist in early detection of any subversive or sabotage activity at the respective BU.
- Report any intelligence input received locally expeditiously to all concerned. Depending on the confidentiality and urgency of the information, discretion shall be exercised and maintained in the method of transmission of intelligence
- Communicate intelligence / information to BCAS and CEO to ensure better management, handling and follow up action
- Perform any other duty / duties so assigned to him / her as per instructions of CEO
- Shall be responsible for suitably keeping his down the line S&V officials to be abreast regarding occurrences, events, violations and acts that may affect safety, security and company reputation and shall always ensure that on such cases when detected, the report / information is suitably passed on to his / her superiors without any delay
- Responsible and accountable for overall quality, safety and security of operations.
- You will be responsible and accountable to make necessary operational decisions related to safety and security matters at all times whilst on duty.
The CSO shall ensure following actions in compliance of the above bench mark:
- Development of the Security Program.
- Maintenance of the Security Program.
- Implementation of the Security Program.
- Updating the Security Program as and when communications are received from the Appropriate Authority.
- Ensuring the minimum standards for staff recruitment through BU level S&V and HR formations.
- Arranging back ground check of all the GHA staff recruited through BU level S&V and HR formations.
- Arranging imparting of AVSEC Awareness training periodically through BU level S&V, HR and L&TD formations.
- Monitoring the activities of all staff through BU level S&V formations.
- Ensuring rotation of staff deployment for various duties through BU level S&V formations.
- Coordination with the Airline Security in Charge, ASG, APSU, BCAS, CSO of Airport Operator through BU level S&V formations.
- Bringing awareness to GHA staff on bomb threats through BU level S&V formations.
EDUCATIONAL QUALIFICATIONS
- Bachelors’ Degree / Masters’ Degree (or) equivalent from a reputed university.
- Should have undergone Basic AVSEC course conducted by BCAS.
- Must have more than 15 years of working experience in aviation Safety and Security with extensive exposure to overall aviation security functions.
Officer with BCAS / Defense background will have additional weightage and advantage.
- Responsible and accountable for overall security operations.
RELEVANT EXPERIENCE
The CSO shall have experience in recognition of firearms, explosives, potential Weapons etc. and adequate knowledge of firefighting. Must have professional knowledge and understanding to undertake aviation security responsibilities including.
- Hand search procedures of vehicles, customers and their belongings.
- Police response procedures.
- Relevant legislations.
- Parameter of authority.
- Applications of terrorist profiles.
- Operations of DFMD, HHMD and ETD.
- Should have in depth knowledge of AISATS security program.
- Experience of handling the situation of industrial unrest and collection of information about the same.
