Role and Responsibilities

Billing & Certification

• Review, verify, and certify contractor/vendor bills (civil, MEP, HVAC, interiors, landscaping, etc.) in line with BOQ, contracts, and work progress
• Monitor measurement sheets, work orders, and progress reports to validate billing claims
• Liaise with project engineers, consultants, and site teams to resolve discrepancies
• Ensure bills are processed within defined timelines to support smooth project execution

Contract & Compliance Management

• Ensure contractor/vendor invoices are aligned with contract terms and statutory requirements
• Maintain updated records of contracts, work orders, variations, and amendments
• Support contract closure, final settlements, and reconciliation

Cost Monitoring & Control

• Track project costs against approved budgets and highlight variances
• Assist in the preparation of cost reports, cash flow forecasts, and MIS for leadership review
• Support value engineering initiatives by providing data-driven insights on billing patterns and cost optimization

Coordination & Reporting

• Work closely with Finance, Procurement, and Project Managers to ensure a seamless billing and payment process
• Provide monthly billing status reports to the Projects leadership team
• Maintain an up-to-date database of certified bills, pending bills, and cash flow requirements

Documentation & Audit

• Ensure accurate documentation of all billing activities for audit and compliance purposes
• Support internal and external audits with necessary records and clarifications

Qualifications

• Bachelor’s degree in civil engineering, Quantity Surveying, or related field. (Master’s preferred)
• 12–18 years of experience in billing, contracts, and cost control within large-scale construction/infrastructure projects
• Strong expertise in BOQ preparation, measurement sheets, rate analysis, and certification processes
• Proven experience working with consultants, contractors, and multi-disciplinary project teams
• Familiarity with ERP/project billing software will be an advantage
