Job Description

Key Responsibilities Tender Identification & Evaluation Monitor and track opportunities on Indian Government e-procurement portals such as: Central Public Procurement Portal (CPPP) – eprocure.gov.in GeM – Government e-Marketplace – gem.gov.in State Government Tender Portals (e.g., Gujarat, Maharashtra, Karnataka, etc.) PSU & Sector-Specific Portals (e.g., NTPC, ONGC, IOCL, Railways, NHAI, BSNL, Power Grid). Evaluate pre-qualification criteria, technical requirements, and financial feasibility. Conduct risk assessment before bid/no-bid decision. Tender Preparation & Submission Prepare and compile all tender documents including technical proposals, BOQs, and commercial bids. Coordinate with finance, legal, HR, and operations teams for required documentation (GST, PAN, PF, ESI, solvency certificates, past project experience, financial statements, etc.). Ensure timely online submission via e-portals (digital signature, e-token usage, bid security, EMD, BGs, etc.). Pricing & Negotiation Prepare detailed cost estimates and price breakups. Benchmark pricing against competitors while ensuring company profitability. Support negotiations with clients and consultants during pre/post-bid discussions. Compliance & Documentation Ensure compliance with CVC guidelines, GFR, and public procurement rules. Maintain updated repository of vendor registrations, empanelments, and pre-qualifications. Handle bid clarifications, corrigenda, and post-bid follow-ups. Stakeholder & Client Management Liaise with government authorities, PSUs, consultants, and private clients. Coordinate with subcontractors/vendors for pricing inputs when required. Build strong networks to stay updated on upcoming tenders and procurement trends. Reporting & Analysis Maintain MIS of tenders (submitted, won, lost, reasons for rejection). Analyze competitor bidding trends and pricing strategies. Provide management with weekly and monthly tendering status reports. Key Skills & CompetenciesStrong expertise in Indian e-tendering portals (CPPP, GeM, PSU portals, state-level e-procurement). Deep knowledge of tender terms, BOQs, contract conditions, and procurement norms. Hands-on experience with Digital Signatures (DSC), e-token handling, and reverse auction processes. Strong analytical and numerical skills for bid costing and financial analysis. Excellent communication, negotiation, and coordination skills. Ability to handle tight deadlines with accuracy and compliance. Qualifications & Experience Bachelor’s degree in Business Administration, Engineering, Commerce, or related field. Tendering Manager: 8–12 years of experience in tendering/contracts with at least 3–5 years handling government tenders. Tendering Specialist: 3–6 years of experience in bid preparation and e-tender submissions. Experience working with EPC, Infrastructure, Energy, Oil & Gas, Telecom, or Service-based tenders preferred. Additional Advantage Familiarity with World Bank, ADB, UN, and multilateral funding agency tender guidelines. Experience with Joint Ventures (JV) / Consortium bidding. Knowledge of Earnest Money Deposits (EMD), Bid Security Declarations, and Bank Guarantees.
