Role Description:

Monitoring and Evaluation Specialist Officer

The M&E Officer will play a key role in data-driven decision-making, ensuring accountability to donors and beneficiaries, and facilitating continuous learning and improvement across all projects.

Key Responsibilities:

1. Monitoring & Project Tracking

  • Develop and implement comprehensive

    M&E frameworks

    and

    results-based monitoring systems

    for all projects.
  • Track project activities, outputs, and outcomes against established

    logical frameworks

    and

    performance indicators

    .
  • Conduct regular

    field visits

    to assess progress, data quality, and compliance with project objectives.
  • Maintain and update project dashboards, progress trackers, and performance databases.

2. Evaluation & Impact Assessment

  • Design and conduct

    baseline, midline, and endline evaluations

    to assess program effectiveness and impact.
  • Lead or support

    impact assessment studies

    and

    cost-benefit analyses

    of interventions.
  • Develop

    survey tools, questionnaires, and data collection methodologies

    using appropriate qualitative and quantitative methods.
  • Prepare detailed analytical reports highlighting key findings, lessons learned, and recommendations for program improvement.

3. Data Management & Analysis

  • Establish robust

    data collection, validation, and reporting systems

    for all project sites.
  • Use data analysis tools (Excel, Power BI, SPSS, or similar) to analyze trends and generate insights.
  • Ensure accuracy, timeliness, and reliability of data through quality assurance and verification mechanisms.
  • Develop visualization dashboards to present progress and outcomes to management and stakeholders.

4. Learning & Knowledge Sharing

  • Document and disseminate

    best practices, success stories, and case studies

    from field projects.
  • Facilitate

    learning sessions, reflection workshops, and review meetings

    with program teams.
  • Support adaptive project management through data-driven insights and lessons learned.

5. Reporting & Donor Compliance

  • Prepare

    monthly, quarterly, and annual M&E reports

    for internal and external stakeholders.
  • Support the fundraising and partnership teams by providing

    impact evidence and evaluation data

    for donor reports and proposals.
  • Ensure adherence to donor-specific M&E frameworks and reporting formats.

6. Capacity Building & Technical Support

  • Train project teams, field staff, and volunteers on

    M&E tools, data collection protocols, and reporting mechanisms.

  • Provide ongoing technical guidance to ensure M&E integration at all stages of the project cycle.

Required Qualifications and Skills:

  • Master’s degree in

    Social Sciences, Statistics, Public Policy, Development Studies, or a related field.

  • Minimum

    5 years of progressive experience

    in M&E, preferably in NGOs or development projects.
  • Strong knowledge of

    M&E methodologies

    ,

    logical frameworks

    ,

    theory of change

    , and

    impact evaluation techniques

    .
  • Proficiency in data collection and analysis tools such as

    SPSS, STATA, Power BI, KoboToolbox, or Excel.

  • Excellent

    analytical, writing, and presentation skills.

  • Experience in managing large-scale surveys and data quality assurance.
  • Ability to work collaboratively in a

    multicultural, multidisciplinary environment.
