Job Description

Role Purpose To centrally plan, monitor, coordinate, and control all project activities across 10+ government works (₹5–25 Cr). The GM–Projects is responsible for detailed planning, resolving petty hindrances, ensuring workflow continuity, and keeping all projects running smoothly without escalation to the Director. Key Responsibilities   Detailed Planning (Primary Responsibility)                •Prepare micro-level execution plans for each project:                •Month-wise                •Week-wise                •Day-wise (activity sequencing)                •Ensure resource planning for:                •Materials (cement, bitumen, aggregates, diesel)                •Machinery (paver, roller, batching plant, dumpers)                •Manpower (skilled + unskilled)                •Create Gantt charts, procurement plans & site mobilization schedules.                •Ensure zero idle manpower or machinery through advance planning.                •Coordinate with procurement to ensure material availability before requirement. Removing Petty Hindrances (Critical Office-Based Responsibility)   The GM–Projects must ensure continuous workflow by proactively resolving small but frequent issues such as:   Documentation & Approvals                •Follow-up on drawings, estimates, approvals from client engineers.                •Clearing pending submissions: cube tests, bitumen reports, GRs, joint measurements.   Material & Vendor Blockages                •Ensure PO approvals, dispatch coordination, transport issues.                •Resolving small vendor disputes (rates, deliveries, payment clarifications).   Labour and Subcontractor Issues                •Ensuring subcontractors mobilise manpower on time.                •Resolve small payment disputes, scope clarifications.   Government Department Hindrances                •Minor permissions (road cutting, blocking, barricading).                •Follow-up for inspection timings, site visits, item approvals.   Measurement & Billing Bottlenecks                •Getting measurement sheets signed on time.                •Clearing petty objections before bill submission.   Site-Level Confusions                •Technical clarifications                •Sequence conflicts                •Small disputes between PMs, JE, subcontractors GM must ensure that no small obstruction should reach the Director or stop site work. Project Monitoring & Control                •Monitor progress across all 10+ projects through structured dashboards.                •Conduct weekly and monthly review meetings.                •Issue “Corrective Action Notes” to Project Managers.                •Track site delays and implement recovery plans. Billing, QS & Documentation Supervision                •Review RA bills, measurement sheets, bar bending schedules, DPRs.                •Ensure proper measurement recording to avoid financial leakage.                •Submit bills and chase approvals on time.   Client & Consultant Coordination                •Attend progress review meetings.                •Handle queries, clarifications, and compliance requirements.                •Maintain professional communication with XEN, SDO, JE.   MIS & Reporting                •Maintain:                •Master Project Tracker                •Weekly & Monthly MIS                •Cash Flow reports                •Hindrance Register (and clearance timeline)                •Billing Status Chart                •Share consolidated project updates every Monday & 1st of each month. Risk Management                •Identify early warning signs low progress, cash flow gaps, material shortages.                •Implement preventive and mitigation measures.   Essential Skills & Attributes                •Strong problem-solving ability (practical + administrative)                •Excellent coordination and follow-up capability                •High-level planning & scheduling skill                •Strong understanding of PWD processes, billing & site execution                •Good negotiation and communication skills                •Ability to manage 10–12 projects simultaneously                •Calm, balanced, mature decision-making KPIs (Performance Indicators)                •Clearance of petty hindrances within 24–48 hours                •Timely material availability at all sites                •Project progress vs target                •Billing achievement vs monthly target                •Zero stoppage of site works due to avoidable issues                •Reduced dependency on Director for day-to-day matters                •Quality of MIS reporting and accuracy What This Role Achieves For You (The Owner)                •You stop receiving daily calls for minor issues                •Your projects run on auto-mode                •Bills get submitted on time                •All petty obstructions get cleared without escalation                •You only focus on major decisions and expansion                •Site engineers & PMs get strong daily support                •Company becomes system-driven, not person-driven
