Lead the development, and oversee the implementation of a world-class Safety management systems and facilities in order to achieve a safe working environment for all employees and stakeholders.

QUALITY MANAGEMENT SYSTEM

Training :Criteria/Protocol for various safety trainingsDevelopment & implementation of Online training module & certification.Imparting induction training & other safety trainings to employees, contract employees & visitors/trainees as per the module.Participate in Training - Ext + Internal

Planning:

Budget preparation & monitoring. Procurement & inventory management of PPE's & Reliability of Safety Instruments.All expenditures are monitored on monthly basis to ensure that expenses are within the budget.Capex & Opex budget approval.Preparation of specifications & CMT code. Generation of PR. Technical validation of the material. Inspection of material in warehouse, Monitoring & maintaining the inventory.ARC for safety Instruments supply, maintenance & calibration & Repair."Safety promotions for employee participation & Development of IT platforms ,Document managementPlanning & Development of Safety promotional activities for employee participation.Ensure online Incident Reporting & investigation & use of online RTS for all safety recommendations."Safety Internal Library management, DMS, DR&CS, procedures list compilation & monitoring their status, procedure for procedures"Safety Awards and Membership with BSC, NSC, GSC

MIS

: Coordinate and provide analysis & insights, inputs/information, for various levels of MIS as defined IN ORDER TO enable timely decision making to achieve business plan objectives.Ensure daily, weekly, and monthly activity report is compiled on time about safetyTo submit MIS to Head safetyTo provide details of Safety systems in monthly safety meetings.To compile leading and lagging indicators.

Workplace Safety:

To achieve a safe work place.To develop and ensure implementation of Safety improvement plans in the area allotted.To lead effective implementation of Safety systems and procedures to the area of accountabilityTo ensure that all safety related statutory requirements are fulfilled effectively in the area allottedTo ensure that in-house and external safety audit is being carried out at specified periodicity and recommendations are implemented. Coordinate CFA as per the schedule.Incident reporting and investigation.in the allotted areaTo ensure reporting of all incidents.To ensure investigation of all reports.To share learning from incidents.To ensure online reporting of all incidents including near miss incidents.

Implement Safety Management system to systematically reduce incident rates and sustain them at very low levelsTo implement workplace improvement plans.Ensure periodic SAFETY audits & inspection in the refinery complex.Preparation of the Department SOP's as allotted.Participating in ASC meeting., Contract Safety Management

Ensure compliance towards all environmental legislative requirements. Ensure compliance to company standards laid down if any. .   • SKILLS & KNOWLEDGE
  • Educational Qualifications & Certifications:
  • B.E. (preferably Chemical) Or Diploma in Industrial Safety
  • Relevant (Functional/Level) & Total Years of Experience:
  • 2 yrs TO 7 yrs (Refinery, Petroleum or Oil or Gas-Based Fertilizer Plant)
  • Functional Skills:
  • Excellent knowledge of statutory regulations- Factories Act/ Petroleum Rules/SMPV Rules/ OISD Standards/ Other Major Safety related codes and standards-such as API/NFPA etc.
  • Have adequate Technical knowledge for Risk Management Techniques such as HAZID/HAZOP/QRA techniques. Familiar with HSE management system based on OHSMS 45001 and ISO 14001 standards
  • Should have ability to develop various Safety Systems - to align with Annual Business Plan and achieve excellence in Safety performance / track the Company’s Safety Programme and activities. Should have adequate Technical knowledge for Risk Management Techniques such as HAZID/HAZOP/QRA techniques
  • Should have a knowledge of Product/Service, quality parameters, environment, Safety and Energy Management
