Billing Engineer – Refinery Township, Bina

The Billing Engineer will be responsible for preparing, verifying, and managing all project-related bills and quantities for civil, structural, architectural, and MEP works within the refinery township project. The role requires a strong understanding of construction contracts, quantity measurement, and coordination between site execution, planning, and accounts teams to ensure accurate and timely billing.

Key Responsibilities

• Prepare, review, and certify subcontractor and client bills in line with contractual terms and approved drawings.
• Conduct quantity take-offs, material reconciliation, and rate analysis for all civil, MEP, and infrastructure works.
• Verify and validate measurements from site execution teams for interim and final billing.
• Coordinate with site engineers, planning, and procurement teams to track progress and quantities executed.
• Ensure compliance with project specifications, BOQ, and drawings while preparing RA (Running Account) bills.
• Maintain systematic records of quantities, variations, and extra item claims.
• Support preparation of cost statements, cash flow forecasts, and project financial reports.
• Liaise with clients, consultants, and auditors for verification and approval of bills.
• Assist in reconciliation of client and subcontractor accounts at project closure.
• Ensure adherence to company policies, tax norms, and statutory requirements in all billing activities.

Qualifications & Experience

• Bachelor’s/Diploma degree in Civil Engineering.
• Minimum 5–10 years of experience in billing, estimation, and quantity surveying for large-scale industrial or township construction projects.
• Strong proficiency in AutoCAD, MS Excel, and quantity measurement software.
• Thorough knowledge of IS codes, BOQ formats, and contract management principles.
• Excellent numerical accuracy, analytical ability, and documentation skills.
