Lead Quality Engineer (01) – Refinery Township, Bina Overview The Lead Quality Engineer will oversee the quality assurance and control (QA/QC) aspects of construction, infrastructure, and MEP works within the Refinery Township expansion project. This role ensures all works comply with project specifications, codes, and client requirements. Key Responsibilities • Develop, implement, and maintain the project’s Quality Management System (QMS) in line with ISO 9001 standards. • Prepare quality plans, inspection test plans (ITPs), and method statements and get them approved by PMC/Client. • Conduct material inspections, tests, and verify calibration of instruments. • Supervise site quality teams, ensuring timely inspection and documentation through NCRs, CARs, and QIRs. • Coordinate with the client, PMC, and contractors to resolve quality-related issues. • Ensure all civil, structural, architectural, and MEP works meet the approved drawings and specifications. • Prepare monthly quality performance reports and ensure continuous improvement in QA/QC processes. • Conduct internal audits, subcontractor evaluations, and technical training sessions for site teams. Qualifications & Experience • Bachelor’s degree/Diploma in Civil Engineering. • Minimum 10 years of experience in QA/QC for large-scale industrial or township construction projects. • Prior experience in township/building works projects preferred. • Strong knowledge of IS codes, ASTM, ASME, and relevant QA/QC standards. • Certification in ISO 9001, NDT Level II/III, or equivalent is preferred. Billing Engineer – Refinery Township, Bina Job Description The Billing Engineer will be responsible for preparing, verifying, and managing all project-related bills and quantities for civil, structural, architectural, and MEP works within the refinery township project. The role requires a strong understanding of construction contracts, quantity measurement, and coordination between site execution, planning, and accounts teams to ensure accurate and timely billing. Key Responsibilities Prepare, review, and certify subcontractor and client bills in line with contractual terms and approved drawings. Conduct quantity take-offs, material reconciliation, and rate analysis for all civil, MEP, and infrastructure works. Verify and validate measurements from site execution teams for interim and final billing. Coordinate with site engineers, planning, and procurement teams to track progress and quantities executed. Ensure compliance with project specifications, BOQ, and drawings while preparing RA (Running Account) bills. Maintain systematic records of quantities, variations, and extra item claims.
