Purpose/Objective


    The Regulatory & Commercial Manager-Tx is responsible for supporting the regulatory compliance and commercial functions of the energy business. This role involves assisting in the preparation of Tariff Determination Petitions, License Applications, and participating in competitive bidding processes. By collaborating with cross-functional teams, handling regulatory submissions, and supporting financial tracking, the Team Member contributes to ensuring regulatory compliance and optimizing revenue collection.

Key Responsibilities of Role


    Regulatory & Commercial Manager-Tx Strategic Management: Assist in policy analysis by reviewing regulatory changes, discussion papers, and orders, and providing insights to the team for informed decision-making in transmission and distribution projects. Contribute to business development efforts by participating in the regulatory due diligence of new projects, preparing necessary documentation, and supporting the evaluation of competitive bidding opportunities. Support the tariff determination process by gathering relevant information from Finance, O&M, and Project teams, assisting in the preparation of petitions, and contributing to the filing process with regulatory commissions to secure favourable tariff orders. Regulatory Compliance: Facilitate submission of Petitions seeking extension of SCoD and compensation for FM & CIL. Facilitate filing of Petition for adjudication of disputes between the parties. Facilitate timely issuance of FM & CIL notices for Competitively bidded projects. Facilitate the submission of regulatory petitions by preparing and filing Tariff Determination and License Applications in compliance with CERC and SERC guidelines, under the guidance of the Lead. Ensure adherence to filing procedures by assisting in public notices, attending public hearings, and supporting the team in providing clarifications and justifications to regulatory commissions as required. Assist in the application for Transmission Licenses and Tariff Adoption by preparing and submitting necessary documentation post-LOI for competitive bidding projects, ensuring regulatory compliance. Support the COD declaration process by coordinating with load dispatch centres for availability certificates and assisting in the compilation of documents required for tariff claims. Risk Management: Support litigation processes by gathering data and documents needed for appeals against unfavourable orders and assisting in representing the organization in regulatory hearings. Assist in managing receivables and collections by monitoring outstanding invoices, coordinating with the Corporate Affairs team, and taking actions to expedite collections to reduce overdue payments. Help mitigate financial risks by coordinating with stakeholders for disputes related to performance guarantees and addressing compliance-related issues promptly. Budget and Financial Management: Track billing and collection activities by monitoring invoices, following up on outstanding payments, and supporting the preparation of reports on financial performance metrics for operating transmission projects. Assist in tariff determination exercises by participating in true-up processes and ensuring accurate financial data is collected and presented to regulatory commissions. Enhance financial reconciliation accuracy by assisting in the review and matching of raised invoices with accounts receivable records, and working with the finance team for accurate reflection in financial books. Technology Integration and Innovation: Utilize digital tools by adopting regulatory documentation systems to streamline the filing process and ensure timely submission of regulatory documents. Support process efficiency by implementing data-sharing platforms that improve real-time coordination with regulatory bodies, internal stakeholders, and enhance compliance tracking. Liaison and Stakeholder Management: Maintain effective communication with external stakeholders by liaising with regulatory bodies, government authorities, and utilities to support the regulatory filing processes and obtain necessary approvals. Assist in addressing regulatory queries by promptly gathering information, preparing necessary clarifications, and participating in discussions during public hearings and forums. Qualifications and Experience


    Educational Qualification: MBA or equivalent degree. Bachelor’s degree in Engineering, Law or Commerce preferred. Work Experience (Range of years): 3-8 years of experience in regulatory compliance functions, preferably within the energy or power sector. Basic understanding of power regulatory frameworks, including CERC and SERC guidelines. Familiarity with regulatory compliance, tariff petitions, and documentation processes. Proficiency in data gathering, report preparation, and financial tracking.
