Role Overview

The Proposal Engineer will be responsible for preparing competitive technical and commercial proposals for water and wastewater treatment projects. This role requires close coordination with engineering, procurement, and project teams to develop cost-effective solutions that meet client requirements and drive business growth.

Key Responsibilities

• Proposal Development:

  Prepare detailed technical and commercial proposals for EPC water treatment projects (RO, DM, Softener, ETP, STP, ZLD, etc.).

• Cost Estimation:

  Develop accurate cost estimates covering equipment, materials, and services in collaboration with procurement and engineering teams.

• Technical Support:

  Review client specifications, tender documents, BOQ and RFPs to ensure compliance and identify risks or deviations.

• Design Coordination:

  Work with process and design engineers to create preliminary process flow diagrams (PFDs), layouts, and equipment selections.

• Vendor Management:

  Obtain and evaluate quotations from suppliers/subcontractors to optimize technical solutions and pricing.

• Client Interaction:

  Participate in pre-bid meetings, technical discussions, and client clarifications to strengthen proposal competitiveness.

• Documentation:

  Prepare BOQs (Bill of Quantities), compliance statements, and other supporting proposal documentation.

• Market Intelligence:

  Track competitor pricing, market trends, and emerging technologies to enhance proposal strategies.

• Tender Intelligence:

  Understanding of tenders to prepare proposals accordingly.

Qualifications & Skills

• Bachelor’s degree in Chemical, Environmental, (or related field).
• 2–3 years of experience in proposals, estimation, or design for water/wastewater treatment EPC projects.
• Strong understanding of water treatment technologies (RO, UF, MBR, ETP, STP, ZLD).
• Proficiency in MS Office, AutoCAD, and proposal management tools.
• Excellent analytical, cost estimation, and negotiation skills.
• Strong written and verbal communication abilities to prepare professional proposals and interact with clients.
• Ability to work under tight deadlines and manage multiple proposals simultaneously.

Preferred Attributes

• Exposure to EPC contracting and commercial terms (pricing, taxes, duties).
