About the role:

Punjab FC is seeking a highly competent and detail-oriented professional to assume the role of Deputy Lead, Technical Operations. The selected candidate will be responsible for overseeing technical aspects of football operations, managing player documentation, ensuring compliance with regulatory bodies, facilitating scouting and scouting operations, and supporting the club’s senior team, youth academy, and development program.

What you’ll do:

1.Technical Aspects& Compliance

• Oversee all technical football operations, ensuring smooth integration of football development strategies across Senior Team and Academy.
• Work closely with the Football Director and Coaching Staff to maintain consistency in playing philosophy and training methodologies.
• Ensure adherence to FIFA, ISL, and AIFF guidelines in all operational aspects.
• Follow ISL deadlines and requirements for player documentation, transfers, and AIFF licensing.
• Prepare technical documents and compliance reports required for ISL and AIFF regulations.
• Ensure all Roundglass internal documents related to football technical are maintained accurately and updated regularly.

2 Player Documentation & Compliance

• Handle player contracts, registrations, renewals, and transfers while ensuring compliance with FIFA, ISL, and AIFF regulations.
• Ensure timely submission of player registration and transfer documents in FIFA TMS & AIFF CRS/ CMS.
• Manage player salaries processing, bonuses, and financial settlements in coordination with the finance department.
• Maintain a centralized database of all senior team and academy player contracts, registrations, and regulatory documentation.

3.Player Agent Documentation & Negotiations

• Oversee and manage all player agent documentation, agreements, and compliance procedures.
• Ensure that all player agents representing PFC players adhere to FIFA and AIFF regulations.
• Assist in contract negotiations, renewals, and transfer agreements to safeguard club interests.

4.Youth Academy Technical Operations & Development Centers Management

• Work closely with the Youth Technical Director/ Head of Youth Development and youth coaches to enhance the academy’s technical programs.
• Oversee PFC Development Centers, ensuring they function effectively as per club standards.
• Monitor youth player progress, training methodologies, and player pathway planning.
• Assist in identifying top-performing youth players for senior-team transition.

5.Scouting & Scouting Operations

• Assist in domestic and international scouting for senior-team and academy players.
• Work with scouting teams to compile reports on potential signings.
• Oversee scouting logistics and player trials, ensuring structured evaluation procedures.
• Maintain a scouting database, tracking and analyzing player performance metrics.

6.Senior Team & Youth Academy Technical Operations

• Support the technical staff with operational and administrative requirements.
• Ensure seamless integration between senior-team and youth academy training plans.
• Work closely with the coaching staff, medical team, and sports science department to maintain player workload management.
• Support in organizing training schedules, matchday logistics, and operational support for both senior and youth teams.
• Supervise and oversee First Team operations.

7.Budgeting & Financial Management

• Assist in budgeting for player salaries, scouting operations, and youth development programs.
• Oversee cost optimization strategies for travel, training, and logistics.
• Ensure external/ internal compliance with financial planning related to salaries, bonuses, and contract payouts.

8.Compliance & Reporting

• Ensure Punjab FC meets all ISL, AIFF, and FIFA regulatory requirements.
• Prepare documentation for club licensing, audits, and federation submissions.
• Monitor deadlines for player registrations, transfer windows, and contract renewals.

Who we’re looking for:

• Minimum of 7 years of experience in football operations, scouting, or player recruitment.
• AFC/ UEFA B Coaching License(completed, with willingness to renew if required).
• Strong understanding of ISL, AIFF & FIFA regulations on player contracts, agent agreements, and transfers.
• Experience in managing first-team logistics, accommodation, and matchday operations.
• Excellent organizational, negotiation, and communication skills.
• Ability to work with cross-functional teams including technical staff, legal teams, and management.
• Experience in grassroots and youth development programs is a plus.
• Proficiency in football-related administrative tools such as FIFA TMS and AIFF CMS is preferred.
