Honourable Prime Minister of India during first assembly of International Solar Alliance (ISA) in year 2018 gave a clarion call for connecting solar energy supply across borders, with the mantra of 'One Sun One World One Grid' (OSOWOG). The vision behind the OSOWOG mantra is “The Sun Never Sets” and is a constant at some geographical location, globally, at any given point of time.

We are looking to on-board a Consultant-OSOWOG, in facilitating the ISA proposed OSOWOG Programme on Regional and Global Interconnections and OSOWOG Secretariat to be housed in ISA. The consultant will work closely work with PPIC department to drive the creation and delivery of high-quality deliverables to ISA’s stakeholders under the above programme.


Objective

The Consultant-OSOWOG shall be responsible for extending operational, technical, policy, planning, and strategic support to ISA in the execution of the OSOWOG activities under OSOWOG Programme on Regional and Global Interconnections and for the OSOWOG Secretariat work.


Scope of Work:

The Consultant-OSOWOG will be responsible for :

1. Facilitating stakeholder engagement and consensus-building efforts among countries to promote regional and transnational grid interconnections.

2. Facilitate consultations and deliberations with governments, regulators, utilities, and other key stakeholders for smooth coordination and alignment with OSOWOG work.

3. Review and analyse key policy, technical, operational, financial, and regulatory documents and reports, including those submitted by ISA’s ongoing OSOWOG study consortium partners.

4. Support in Ministerial meetings, workshops and working groups and provide expert inputs on strategic discussions.

5. Support to convene consultations with MNRE, MoP, MEA and OSOWOG Taskforce to align priorities for OSOWOG activities.

6. Support ISA’s role as the nodal facilitator by ensuring seamless coordination across interconnecting regions, including South Asia, Southeast Asia, Middle East (GCC), Africa, and the European Union.

7. Preparation of Draft technical summaries, position papers, Structured dialogue papers and presentations for regional/global platforms, and inter-ministerial coordination.

8. Monitor progress of ongoing activities and ensure documentation of key decisions, outcomes, and lessons learned.

9. Support the preparation of programme updates, briefing notes, and reports for high-level governance meetings.

10.Planning and execution of regional workshops, webinars, newsletters, training programmes, conferences, high level forums & national/international events on technical, financial, operational aspects for institutional strengthening.

11.Developing MOUs, strategic partnerships and collaborations with international organizations and regional platforms to sustain political momentum and global visibility.

12.Support development of institutional mechanisms, investment strategies, and financing models for trans-regional electricity connectivity.

13.Preparation and dissemination of global knowledge products, including quarterly newsletters, policy briefs, and concept papers on technology, business models, trends and dynamics in grid interconnections.

14.Any other related task as assigned by the reporting manager.


Final Deliverables will be evaluated in line with the Work plan to be finalized in consultation with the reporting manager.


Timeline

The assignment is for duration of 12 months, starting from the date of contract signing.


Functional requirements :

Education:

• A bachelor’s degree in Electrical Engineering, Power Systems, Energy is required.

• A postgraduate degree (M. Tech/M.E./MBA) in Energy, Power Systems will be considered an advantage.


Experience:

Required:

• A minimum of twelve (12) years of progressively responsible experience in advancing regional energy integration, including cross-border energy trade, electricity grid interconnection, and market integration.

• Demonstrated expertise in regional power system and grid code studies, grid operations, cross-border electricity trading, energy sector regulations, and renewable energy integration.

Highly Desirable:

• Experience in regional or international electricity/energy interconnection and integration initiatives, particularly those involving multiple countries and diverse stakeholders. Experience working with regional institutions is a significant advantage.

• Proven ability to harmonize policy and regulatory frameworks, grid codes, business models, and institutional mechanisms related to cross-border electricity transmission, trading, and market integration.

• Experience engaging effectively with policymakers, planning bodies, utilities, regulatory authorities, regional power markets/pools, and international development organizations.

• Extensive experience designing and delivering regional capacity building, training, and knowledge sharing programs in regional energy integration, cross border energy trade, power grid interconnection, renewable energy integration, policy & regulations, electricity acts, and investment frameworks.

Essential Skills:

• Exceptional technical report writing, presentation, and stakeholder communication skills.

• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
