Training Coordinator – Training Needs Assessment & Strategy

1. Position Details

    Full-time Individual Consultant
  • Duration:

    2 years (annual performance review)
  • Location:

    Chennai, Tamil Nadu (extensive travel across districts)

2. Project Background

The Tamil Nadu RIGHTS (TN RIGHTS) Project, supported by the World Bank, aims to improve access to rehabilitation, social care, and welfare services for Persons with Disabilities (PwDs).

One Stop Social Care Centres (OSCs) have been established at block/sub-division level to provide integrated rehabilitation services. To ensure effective service delivery, the project requires a strong, evidence-based training strategy grounded in systematic Training Needs Assessment (TNA).

3. Key Responsibilities

A. Training Needs Assessment (TNA)

  • Design and implement a comprehensive TNA for OSC staff and community-based providers
  • Assess existing skills, gaps, and training needs across therapeutic disciplines
  • Conduct stakeholder consultations with therapists, OSC coordinators, and caregivers
  • Review existing training materials and capacity-building initiatives

B. Data Collection & Analysis

  • Develop assessment tools (surveys, interview guides, observation checklists)
  • Coordinate field-level data collection across districts
  • Analyze qualitative and quantitative data
  • Identify disability-wise and cadre-wise training priorities
  • Prepare detailed TNA reports with practical recommendations

C. Training Strategy Development

  • Develop evidence-based training strategies based on TNA findings
  • Support development of competency frameworks for different service providers
  • Define learning pathways and skill progression models
  • Recommend suitable training delivery modes (in-person, blended, digital)
  • Support quality assurance and evaluation frameworks

D. Curriculum & Content Planning Support

  • Work with subject matter experts to define training priorities
  • Provide analytical inputs for module and curriculum development
  • Ensure training content is disability-inclusive and contextually relevant
  • Support field testing and refinement of training materials

E. Stakeholder Coordination

  • Coordinate with state, district, and block-level officials
  • Engage therapists, caregivers, and PwDs for feedback and validation
  • Facilitate consultation meetings and workshops
  • Liaise with academic institutions and development partners

F. Documentation & Reporting

  • Prepare TNA methodology documents and reports
  • Develop progress reports and presentations
  • Maintain records of consultations and field activities
  • Support project reporting requirements

4. Essential Qualifications

Education

Postgraduate degree (full-time) in one of the following:

  • Social Work
  • Education / Educational Psychology
  • Public Health
  • Disability Rehabilitation
  • Development Studies
  • Psychology
  • Statistics / Research Methodology
  • Any recognized rehabilitation discipline

Experience

  • Minimum

    8 years

    of relevant experience
  • Proven experience in Training Needs Assessment and capacity building
  • Experience coordinating large-scale training or development programs
  • Strong background in research, data collection, and analysis
  • Experience working with persons with disabilities

Technical Skills

  • Strong qualitative and quantitative research skills
  • Survey design and data analysis experience
  • Understanding of disability and rehabilitation services
  • Knowledge of adult learning and competency-based training

5. Preferred Qualifications

  • PhD in relevant discipline
  • 12+ years of relevant experience
  • Experience with government, World Bank, UN, or development projects
  • Knowledge of Tamil language
  • Experience using digital data collection and analysis tools
