Job Summary:
- The Tendering Manager will be responsible for managing the end-to-end tendering process, specifically for projects related to government agencies such as NHAI (National Highways Authority of India), MoRTH (Ministry of Road Transport and Highways), CPWD (Central Public Works Department), IRCON (Indian Railway Construction Company), and other government auction portals.
- The role includes preparing, reviewing, and submitting tender proposals, ensuring compliance with regulatory requirements, and engaging in the procurement processes through e-tendering portals and auction systems.
- The Tendering Manager will also work closely with various internal teams to develop competitive and compliant tender proposals and ensure the timely submission of bids.
- Tender Preparation and Management:
- Lead and manage the preparation, submission, and tracking of tenders for government projects through NHAI, MoRTH, CPWD, IRCON, and other relevant portals.
- Review tender documents to understand technical, financial, and legal requirements.
- Coordinate with internal teams (engineering, legal, finance) to gather the necessary data and inputs for tender submission.
- Ensure timely submission of tenders on government portals like e-Procurement systems for MoRTH, NHAI, CPWD, IRCON, etc.
Bid Strategy and Proposal Development:
- Develop and implement competitive bidding strategies to secure government contracts.
- Customize proposals for each tender based on specific requirements set by government agencies.
- Ensure the preparation of high-quality, complete technical and financial proposals that meet the criteria set out in the tender documents.
Portal Management and Submission:
- Manage the entire e-tendering process, including registration, document submission, and tracking, on portals such as NHAI, MoRTH, CPWD, IRCON, and other government auction platforms.
- Ensure compliance with the digital signature process and other submission guidelines for online bidding.
- Regularly monitor and track tenders on relevant government platforms and ensure all submissions are completed on time.
Legal and Regulatory Compliance:
- Ensure compliance with the guidelines and regulations set by government entities (MoRTH, NHAI, CPWD, IRCON, etc.) during the tender preparation and submission process.
- Collaborate with the legal team to ensure that all contracts and terms and conditions comply with relevant laws and standards.
- Review contractual terms and conditions to mitigate potential risks and liabilities.
Supplier and Subcontractor Management:
- Collaborate with suppliers, subcontractors, and third-party vendors to gather their inputs for the tender proposals.
- Engage in negotiations with suppliers and subcontractors to ensure competitive pricing and favorable terms.
- Ensure that all subcontractor documentation, including compliance and eligibility, is included in the final bid submission.
Tender Evaluation and Post-Tender Activities:
- Participate in post-tender clarifications, negotiations, and meetings with clients or stakeholders.
- Support in evaluating received tenders for their alignment with the organization’s strategy and requirements.
- Provide timely responses to queries raised by tender authorities or clients post-submission.
Government Auction Management:
- Manage and monitor government auctions for assets, contracts, and services related to public works or infrastructure development.
- Participate in government e-auctions and manage the bidding process for purchasing government assets or securing contracts.
- Coordinate with internal teams to ensure the organization's participation in relevant government auctions.
Risk Management and Costing:
- Analyze the tender documents for risk assessment, including cost estimation, contractual obligations, and project deliverables.
- Work with the finance team to prepare accurate cost estimates and ensure competitive yet realistic pricing.
- Identify and mitigate risks related to tender preparation, submission, and contract execution.
Client and Stakeholder Communication:
- Act as the main point of contact for government authorities and clients regarding the tender process.
- Respond to any queries or requests for clarification from clients or government agencies.
- Provide regular updates to senior management regarding the status of ongoing tenders and bids.
Team Leadership and Coordination:
- Supervise, mentor, and guide a team of junior tendering staff, ensuring alignment with the tendering process.
- Promote cross-functional collaboration between engineering, legal, finance, and other relevant departments.
- Ensure a smooth workflow and coordination across all departments involved in the tendering process.
Market Intelligence and Strategic Support:
- Stay up to date on government procurement policies, trends, and upcoming tenders in the infrastructure, road, construction, and other sectors.
- Analyze competitor bids and strategies to refine future tendering approaches and increase the probability of winning bids.
- Provide feedback and insights for continuous improvement of tendering strategies and internal processes.
Qualifications:
- Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field (Master's degree preferred).
- Minimum 5-7 years of experience in managing government tenders, specifically related to infrastructure, road construction, public works, or similar sectors.
- Proven experience working with government portals such as NHAI, MoRTH, CPWD, IRCON, and other relevant e-tendering and auction platforms.
- Strong understanding of government procurement processes, contract management, and legal compliance.
- Excellent written and verbal communication skills.
- Strong analytical, negotiation, and problem-solving skills.
- Proficient in MS Office Suite and tender management software.
- Familiarity with government auction processes and e-auction platforms.
- Ability to work under pressure and meet tight deadlines.
