The program targets two subgroups of primary school students with different program components: students in grades 1-2 vs. students in grades 3 and above. For grades 1-2, the intervention includes two main components. First, Pratham volunteers support students through in-school activities. Second, Pratham volunteers support the mothers of these children through mother groups. For grades 3 and above, the intervention consists of an adaptation of the Teaching at the Right Level (TaRL) program evaluated in earlier J-PAL studies. This study speaks to three key issues related to Indian childrens (lack of) mastery of foundational skills in mathematics and literacy. First, Prathams Teaching at the Right Level (TaRL) program seeks to support students in grades three and above by remedying their lack of foundational skills. A key question is whether this learning gap in later grades can be addressed earlierin grades 1-2before it fully develops. A prior J-PAL study on Prathams work in Assam has also documented that the TaRL programs effectiveness can be strengthened by combining the grade-3 intervention with a community-based component. Here, for the program on grades 1-2, the effectiveness of a similar, complementary component for the earlier grades is of interest: mother groups. The state government of Karnataka plans to scale up a remote tailored instruction approach for grades 3-5. The governments Ganitha Ganaka programme was launched based on the evidence supporting a tailored instruction approach that uses phones to connect high-quality instruction and tutoring with students and parents. Within the 2024-25 academic year, the government aims to reach approximately 456,000 students across 93 educationally low-performing administrative blocks. As the government intends to implement this programme at a large scale this year, we aim to embed quick process research activities that will support the government (a) with actionable insights on optimising programme implementation as they seek to achieve scale, and (b) set up large-scale monitoring systems within the government to effectively monitor and enable different levels of the education system to use of programme data for feedback and course correction. Predoctoral associates will have an opportunity to engage with important development stakeholders (including DILs government partners), understand public programs in these sectors, and work with different data sources. The role is designed to aid pre-doctoral associates in their preparation for a Phd but also offers valuable exposure in case they choose to pursue a different professional path at the end of the position. Predoctoral associates will have the option to spend some time at the University of Chicago in the United States, where they will gain exposure to the development economics community. Formal employment will be through an in-country employer of record (EoR) under contract with DIL. Responsibilities Supports the design and implementation of research under the direction of the PI. Lead data quality assurance efforts for studies Collects, records and analyzes data from field activities. Develop new projects in partnership with the PI and Lead Researchers at the Lab Manage relationships with partner organizations Conducts literature reviews. Participates in writing reports and manuscripts. Ensures compliance with institutional, state, and federal regulatory policies, procedures, directives, and mandates. Trains and oversees the work of research support personnel. Transcribes and codes data; develops data collection instruments. Presents research findings at staff meetings, seminars, and scientific conferences. Assists with building databases. Recruit and schedule research subjects. Maintains technical and administrative support for a research project. Conducting other relevant administrative tasks, as needed. Required Qualifications Education A bachelors or masters degree in Economics, Public Policy, Engineering, Environment Policy or Science or another field relevant to project needs. Experience : A minimum of one to two years of relevant research experience, which may include experience while in school. Experience working, studying, or spending significant time in developing countries or strong demonstrated interest in doing so. Strong demonstrated interest in the development sector. Knowledge of research techniques and methods in relevant scientific fields. Excellent data management, cleaning, and analysis skills or demonstrated interest in learning those skills. Preferred Qualifications Knowledge of impact evaluations, particularly, randomized controlled trials (preferred). Previous experience conducting development economics research as a Research Associate or similar role or, alternatively, technical skills (coding, analysis, and theory) with strong motivation to learn how to conduct field-based research in development economics. Familiarity with Stata, R, and SurveyCTO is preferred. Competencies Excellent management and organizational skills along with strong quantitative skills. Project Specific Details Indias National Education Policy (NEP, 2020) sets forth an ambitious agenda to transform education in India. Policies relating to vocational education in particular have undergone significant changes with a view to equip young Indians with 21st century skills. As children progress through schooling, they will be exposed to age appropriate activities that enhance their vocational skills, knowledge and work towards proficiency in chosen vocations by the end of grade 12. Notably, under recent reforms,vocational education will no longer be a subject students chose in lieu of other academic subjects, rather policies will open up a wide variety of educational streams with vocational courses being one among the many options. Such a change in childrens choice option is expected to mitigate unfavorable attitudes towards vocational education as something children choose only when they are unable to perform well in academic subjects. By integrating a focus on vocational skills from an early age, this policy attempts to bring a holistic approach towards education in general. This project will be conducted in partnership with NGO Lend a Hand India (LAHI), one of Indias largest organizations working on school-based vocational education, and will conduct research to inform programming at this nascent but critical juncture, and design future randomized evaluations institutionalize evidence-based improvements to program design and implementation. The study will focus on understanding aspirations and attitudes of children and their parents towards vocational training, how school personnel make decisions regarding content of training, and challenges faced by small and medium enterprises towards quality hiring. The study will also focus on different aspirations and expectations among young girls and boys. The findings from this scoping study will enable discussions for a future randomized evaluation, as a new vocational education curriculum is rolled out in grades 11-12 in the next academic year. The study will involve conducting surveys and qualitative interviews with different stakeholders such as students, parents, teachers and government officials to gain a better understanding of the above-mentioned questions across two Indian states with strong LAHI presence - Gujarat and Jharkhand. Research Support Assistants work closely with Research Managers Principal Investigators who guide and supervise them in their various tasks. The research support assistant would be working closely with the LAHI and the state education departments to conduct surveys and key informant interviews, Thus, the research support assistant will obtain a rich experience across both the technical research skills and partnering with NGOs.
