We are seeking a motivated Research Associate to lead and support Monitoring Evaluation efforts for scaling the Every Child Counts (ECC) program across Andhra Pradesh and parts of North India (Punjab, Himachal Pradesh, and Delhi). The role involves engagement with partner NGOs, government stakeholders and internal teams to ensure robust evidence-driven implementation of the ECC program. This is an exciting opportunity to contribute to one of Indias most promising scale-up efforts in foundational learning. Key Responsibilities The Research Associate will work closely with PIs and the field team to undertake the following tasks. Monitoring Evaluation (ME) activities: Design and oversee end-to-end monitoring and evaluation processes (including field-based classroom observations, teacher training assessments, student learning evaluations) across multiple states to ensure timely, high-quality, and actionable insights that inform program implementation and scale-up strategy. Manage and evaluate pilots conducted by partner NGOs under the Every Child Counts Certificate Program. Provide technical guidance and ensure alignment with the program's ME framework. Data cleaning and management: Review and vet project datasets and maintain an efficient data documentation system Work with other members of the team to reconcile any gaps or errors in the data Data analysis and synthesis : Assist in analysis of qualitative and quantitative data collected during the projects implementation Liaise with members of the project team by sending them statistics as and when required Generate aggregated views of the data for various stakeholders the implementation partners, Principal Investigators and donors Assist in documenting data collection efforts, including any issues and key decisions taken for improvements Stakeholder Engagement: Engage with implementation partners and government stakeholders in Andhra Pradesh to ensure effective coordination, alignment, and execution of the ECC program. Working closely with the Policy team to develop memos, presentations and other communication materials for use in advocacy, government meetings etc Capacity Building: Lead and facilitate ME-related trainings and advisory support for program teams and partner organizations in Andhra Pradesh and North India Develop ME Resources: Create high-quality resources (manuals, toolkits and guides) related to ME for the ECC program, to be published on the ECC website and used by practitioners across the country. Reporting and Documentation: Assist in preparation of documents and presentations for donor reporting as well policy memos as dissemination activities Responsible for general project documentation Maintain compliance with all J-PAL protocols and policies. Project Specific Details This project is a scale-up pilot of a previously evaluated study done in collaboration with the Government of Haryana. It was found that a package of interventions combining well-connected local immunization ambassadors, targeted reminders and incentives to caregivers increased routine immunization by approximately 55%. This project aims to test the effectiveness of a new model for identification of ambassadors to spread information on routine immunization. The study will focus on verifying the centrality of gossips/ambassadors selected through a model of phoney surveys conducted by the NGO Suvita. The study will be conducted in a sample of 450 villages. During the first phase of the study, gossips will be identified by field surveys by J-PAL, phone surveys by Suvita and through random selection by Suvita from Suvitas database. The second phase of the study would be information dissemination. In each of the 450 villages, J-PAL SA surveyors would seed the information to a maximum of five ambassadors who would in turn inform the villagers to register onto a text messaging service to receive information on immunization. The centrality of the nodes will be assessed through the number of people who register on the service. The RA will be responsible for a series of primary data collection exercises. The RA will work with the Research Manager and Principal Investigators, who will guide and supervise them in various tasks. The PIs for this Project are Arun Chandrashekar (Stanford University) and Esther Duflo (MIT). Summary of the project Smallholder farmers in low- and middle-income countries have historically been unable to access quality information to inform their decisions during the cultivation cycle. This research project will devise experiments and combine insights from behavioral, agricultural and development economics to understand the key factors that influence farmers decisions to contribute information to crowdsourcing efforts, and act on information obtained from their peers. We will conduct a randomized controlled trial (RCT) to explore the prospects of crowdsourcing in the context of pest incidence on crops among smallholder farmers in India. Project Description: Almost a billion people in developing countries are not connected to the electricity grid. Those with power are still subject to unreliable supply and frequent outages. One cause is a widespread inability of utilities to collect on payments, forcing them to ration supply. This project will evaluate the use of new technology of smart meters to break this cycle of low-payments and low-quality that in turn causes consumers to feel justified in making incomplete payments. Smart metering and pre-payment specifically have several beneficial features, such as lowering transactions and monitoring costs and perhaps reducing liquidity constraints. There is also a growing literature on the consumer response to real-time pricing, which smart metering enables. However, there are no credible evaluations on the crucial pointcan a technological intervention change norm, incentives, and payment, and thereby improve reliability and access, even in a high-theft environment While there have been great strides in smart metering, it is not clear that metering alone can reduce theft if the fundamental problem is collusion between collection agents and utility customers, at the expense of power suppliers. Our study (PIs: Prof. Michael Greenstone, Prof. Robin Burgess, Prof. Nicholas Ryan and Prof. Anant Sudarshan) would conduct a large-scale neighborhood level randomized-control trial to answer this question in a critical developing country setting, working jointly on implementation with state distribution utility of Assam Power Distribution Company Limited. Those with power are still subject to unreliable supply and frequent outages. One cause is a widespread inability of utilities to collect on payments, forcing them to ration supply. This project will evaluate the use of new technology of smart meters to break this cycle of low-payments and low-quality that in turn causes consumers to feel justified in making incomplete payments. Smart metering and pre-payment specifically have several beneficial features, such as lowering transactions and monitoring costs and perhaps reducing liquidity constraints. There is also a growing literature on the consumer response to real-time pricing, which smart metering enables. However, there are no credible evaluations on the crucial pointcan a technological intervention change norm, incentives, and payment, and thereby improve reliability and access, even in a high-theft environment While there have been great strides in smart metering, it is not clear that metering alone can reduce theft if the fundamental problem is collusion between collection agents and utility customers, at the expense of power suppliers. Our study (PIs: Prof. Michael Greenstone, Prof. Robin Burgess, Prof. Nicholas Ryan and Prof. Anant Sudarshan) would conduct a large-scale neighbourhood level randomized-control trial to answer this question in a critical developing country setting, working jointly on implementation with state distribution utility of Assam Power Distribution Company Limited. Projections suggest that water demand will exceed the supply by 50% by 2030. Free power exacerbates the fiscal cost to the state of over-consumption of water. Agricultural practices like direct seeded rice (DSR) and alternate wetting and drying (AWD) already exist and are being actively promoted by many state governments including GoT to reduce water use in paddy cultivation without affecting the productivity or quality of rice. We suggest increasing the adoption of these practices by paying rice farmers as an incentive for reducing water use. Whether or not a farmer is using alternate methods of growing rice will be validated through a new model. The incentive program implementation model would be: (i) use satellite imagery of field flooding to measure adoption at scale and (ii) deliver timely direct transfers via GoTs existing payments infrastructure. Farmers would receive additional extension information on AWD and DSR alongside the incentives. This proposed DBT for sustainable practices would encourage conservation of groundwater and power.
