Role Overview
The Senior M&E Lead will be responsible for leading the Monitoring & Evaluation strategy across all Sol’s ARC programs. This includes designing frameworks, ensuring high-quality data collection, analyzing program impact, and supporting teams to make evidence-based decisions. The role will also provide strategic leadership on building an evidence-driven culture and communicating impact to donors, governments, and other stakeholders.
Key Responsibilities
1. Strategic M&E Frameworks
- Design and oversee program-wide M&E frameworks, indicators, and results chains aligned with Sol’s ARC’s strategy and donor requirements.
- Standardize and digitize M&E systems across inclusive education and livelihood projects.
2. Data Collection & Validation
- Supervise design and roll-out of surveys, and evaluation studies.
- Ensure accurate, timely, and ethical data collection through field teams and digital tools.
- Conduct random spot checks to validate field data and ensure data integrity.
- Drive a culture of data-driven decision-making across teams.
3. Analysis, Reporting & Knowledge Sharing
- Analyze program data to generate actionable insights on outcomes and impact.
- Develop real-time dashboards for program monitoring.
- Prepare and present periodic reports (monthly, quarterly, annual) for leadership, donors, and government stakeholders.
4. Capacity Building & Team Support
- Train and mentor program staff and field teams on M&E tools, data analysis, and compliance.
- Provide technical support to strengthen evidence-based planning and adaptive learning.
5. External Engagement
- Represent Sol’s ARC in donor meetings, government forums, and external evaluations.
- Collaborate with research agencies and partners on joint studies and impact assessments.
Key Performance Indicators (KPIs)1.M&E Framework Implementation100% of projects have updated and approved M&E frameworks with indicators aligned to donor and organizational requirements by Q2 of each FY.2. Data Accuracy & Timeliness
- 95% of program data collected is validated and error-free.
- 100% of monthly data submissions and dashboards are completed within 7 working days of month-end.
3.Impact Reporting & Insights
- Quarterly impact reports delivered to donors and leadership on or before due dates.
- At least 3 evidence-based insights/recommendations implemented per program annually.
4.Capacity Building
- Minimum 2 training workshops conducted annually for program and field staff on M&E practices.
- 80% of trained staff demonstrate improved knowledge and skills (assessed via pre-post tests or feedback).
5.External Engagement
- Represent Sol’s ARC in at least 2 external forums (donor/government/research) annually.
- 100% of donor audit queries and external evaluation requirements addressed within the agreed timeline.
Skills & Competencies
Experience:
- 7–10 years of progressive experience in Monitoring & Evaluation, Research, or Impact Assessment within the development/social sector, preferably in education, livelihoods, or disability inclusion.
- Proven ability to design and implement M&E frameworks, logical frameworks, and theories of change; lead baseline, midline, and endline studies; and deliver high-quality impact evaluations.
Technical Expertise:
- Command over quantitative and qualitative research methods with an understanding of at least one statistical analysis software (SPSS, STATA, R, advanced Excel)
- Understanding of digital data collection platforms (KoboToolbox, SurveyCTO, etc.)
- Skilled in designing and managing real-time dashboards using tools such as Tableau, Power BI, or Zoho Analytics.
Communication & Influence:
- Excellent written and verbal communication skills, with the ability to translate complex data into clear, compelling insights and reports for diverse stakeholders, including donors, governments, and community partners.
- Confident in representing program findings in external forums, reviews, and audits.
Leadership & Collaboration:
- Demonstrated ability to mentor and build capacity of M&E staff and program teams.
- Strong planning and organizational skills with a track record of managing multiple projects and deadlines.
- Adaptive, proactive, and solution-oriented in dynamic environments.
Sector Knowledge:
- Familiarity with donor reporting requirements (CSR, international funders, multilaterals, government-funded projects) and practical exposure to education, livelihoods, and disability inclusion initiatives is preferred.
- Command over quantitative and qualitative research methods.
- Proficiency in at least one statistical tool (SPSS, STATA, R, or Excel advanced functions).
- Ability to design and manage dashboards (Tableau, Power BI, or Zoho Analytics preferred).
