About the Role

The role requires deep technical knowledge, strong commercial acumen, and the ability to independently manage estimation, tendering, billing, cost control, and contract administration across Civil and/or MEP works.



Responsibilities

  • A. Pre-Contract Responsibilities

  • Prepare detailed BOQs for Civil and/or MEP as per drawings, specifications, and tender packages.
  • Perform quantity take-offs (GFC drawings, tender drawings, shop drawings).
  • Prepare cost estimates, initial budgets, and cost plans for various stages.
  • Lead tendering activities: floating enquiries, bid evaluation, rate comparison, and contractor negotiations.
  • Conduct rate analysis for materials, labour, equipment, and construction methodologies.
  • Support preparation of pre-bid estimates, technical queries, and clarifications.
  • Review contract conditions, scope matrix, exclusions/inclusions, and commercial terms.
  • Assist in drafting LOA, work orders, and contract agreements.
  • Maintain and update contractor/vendor database for Civil/MEP works.


  • B. Post-Contract Responsibilities

  • Verify and certify RA bills, measurement sheets, and final bills.
  • Conduct re-measurements and prepare variation orders with detailed justification.
  • Prepare and update cost reports, budget vs actual statements, cost-to-complete, and cashflow projections.
  • Support cost control, material reconciliation, and productivity analysis.
  • Review Bar Bending Schedules (Civil) and monthly consumption reports.
  • Validate MEP quantity claims (ducting, piping, cabling, equipment installation etc.).
  • Coordinate with project managers, site engineers, contractors, and consultants for measurement closures.
  • Maintain systematic documentation—drawings, revisions, RFIs, correspondence, logs.
  • Oversee final account settlement with contractors.
  • Highlight cost risks, deviations, and provide early cost warnings to management.


Qualifications

  • Diploma / B.E. / B.Tech in Civil or Mechanical / Electrical Engineering.
  • Additional QS/Cost Management certification is a plus.
  • 8-15 years of experience.


Required Skills

  • Strong knowledge of construction execution methods, materials, and industry standards.
  • Expertise in BOQ preparation, billing, estimation, tendering, and cost reporting.
  • Good understanding of both Civil & MEP quantities (any one specialisation acceptable).
  • Proficiency in MS Excel, AutoCAD, and QS tools like Candy/CostX (preferred).
  • Excellent commercial understanding and negotiation skills.
  • Strong communication, coordination, and documentation ability.
  • Ability to work independently and manage multiple packages/contractors.
