This role converts KMZ/KML and other geospatial data into clear, constructible routes; develops quantity takeoffs; identifies risks; and produces compliant, on-time RFP responses. Success requires strong map literacy, rigorous bid/compliance discipline, and practical construction judgement.
Key Responsibilities
Mapping & GIS
- Open, review, and interpret KMZ/KML, shapefiles, GeoJSON, and PDF plan sets in tools like Google Earth Pro, QGIS/ArcGIS, and Bluebeam
- Validate routes, utilities, and environmental constraints; flag conflicts (bridges, rail, waterways, protected areas)
- Produce preliminary takeoffs (LF by method, handholes/pedestals, crossings, bores, structure attachments) and draft/validate bill of materials (BOM)
- Align routes with traffic control needs; capture assumptions and constraint
Construction Planning & Field Support
- Translate routes to constructible sequences; identify access, staging, spoil management, and restoration requirements
- Validate takeoffs with spot field checks; coordinate with utility locators and 811 procedures
- Support permit packs (traffic control sheets, crossings, bore profiles), and precon meeting materials
- Provide redline updates from field feedback; maintain revision control through award and NTP
Cross-Functional & Administrative
- Maintain trackers (bids, addenda, RFIs, risks, quotes, deliverables)
- Facilitate handoff to operations: route files, takeoffs, assumptions, and risk items
- Contribute to standards: symbology, naming conventions, estimate templates, and RFP boilerplates
RFP Management & Proposal Development
- Read and interpret RFP/RFQ documents, addenda, exhibits, and pricing forms; build a compliance matrix and submission checklist
- Lead RFI/Q&A tracking; clarify scope gaps, locates, QC/testing, restoration, and as-built deliverables
- Coordinate internal pricing (labor, equipment, materials), vendor quotes, and subcontract scope; normalize quotes and document inclusions/exclusions
- Prepare full response packages: technical approach, construction means/methods, schedule, staffing, risk register, safety/QA, and commercial forms (NDA/MSA/SOW/COI/W-9 as applicable)
- Draft bid assumptions, exceptions, and clarifications that protect margin and delivery
- Ensure on-time, compliant submission (digital portals or physical delivery); archive artifacts for handoff
Requirements
Required Qualifications
3+ years in OSP/underground utilities construction estimating, design support, or field engineeringProficiency with KMZ/KML and at least one GIS/mapping platform (Google Earth Pro, QGIS, or ArcGIS) and Bluebeam RevuDemonstrated ability to read civil/utility plan sets, profiles, details, and traffic control drawingsHands-on understanding of HDD, trench/open-cut, aerial make-ready, restoration, and as-built requirementsStrong business writing and document control skills; comfortable owning compliance matrices and bid calendarsIntermediate Excel (lookups, pivots), and experience with SharePoint/Smartsheet/Jira or similar trackers
Preferred Qualifications
Experience responding to telecom/municipal/utility RFPs with complete technical + commercial packagesTakeoff experience for conduit, fiber, vaults, pedestals, crossings, and restoration quantitiesFamiliarity with permit processes (ROW, DOT, railroad), traffic control specifications, and inspection workflowsKnowledge of applicable safety and construction standards (e.g., trenching/shoring practices, make-ready basics)Basic CAD literacy for viewing and markup (AutoCAD/BricsCAD or similar)Vendor/subcontract coordination and quote normalization experience
