Job Description

We are looking for a senior BD professional with deep understanding of the Public Consulting business landscape to drive growth, partnerships, and project acquisitions across India.


Role Overview The Manager / Senior Manager:

Business Development (Public Consulting) will be responsible for identifying, pursuing, and securing consulting assignments in the public infrastructure domain.

The role requires strong technical acumen, familiarity with government tendering processes, and the ability to build and maintain high-level institutional relationships across ministries, departments, and funding agencies.

This is not a generic sales or marketing role — it demands deep domain understanding, tender intelligence, and industry networking in infrastructure consulting.


Key Responsibilities:

Business Development & Opportunity Identification:

  • Identify new business opportunities in government and multilateral-funded consulting projects across water resources, urban infra, transport, and related sectors.
  • Track tender portals, departmental announcements, EoIs, RFPs, and project pipelines proactively. Evaluate opportunities based on company’s technical capacity, eligibility, and past credentials.
  • Coordinate with technical and proposal teams for bid/no-bid decisions.

Tender Management & Proposal Coordination:

  • Lead end-to-end process for Expression of Interest (EoI), Request for Proposal (RFP), and prequalification submissions.
  • Liaise with internal technical, finance, and legal teams for preparing proposals.
  • Support technical write-ups, capability statements, and CV coordination for key experts.
  • Ensure timely submission and compliance with client requirements.

Client & Institutional Relationship Management:

  • Build and sustain strong relationships with State and Central Government departments, PSUs, and donor agencies (ADB, World Bank, JICA, NMCG, etc.).
  • Conduct regular follow-ups and visits to maintain visibility and trust with key officials.
  • Represent NKBPL at industry events, technical forums, and stakeholder meetings.
  • Act as a strategic representative of the company in pre-bid discussions and client consultations.

Strategic Partnerships & Alliances:

  • Identify and engage potential JV and consortium partners for large-scale projects.
  • Negotiate MoUs, confidentiality agreements, and technical tie-ups aligned with project needs.
  • Maintain a partnership database of active and potential collaborators (national and international).

Market Intelligence & Strategy:

  • Maintain a continuous scan of sectoral trends, policy changes, and upcoming project announcements.
  • Provide leadership team with monthly reports on pipeline opportunities, competitor analysis, and hit ratios.
  • Contribute to shaping NKBPL’s business strategy and diversification plans.

Key Skills & Attributes:

  • Strong understanding of infrastructure consulting sector – water, urban, transport, energy, or related fields.
  • Deep familiarity with public procurement systems, tender documentation, and technical proposal preparation.
  • Proven track record in winning consulting assignments from government or donor agencies.
  • Excellent communication and presentation skills; ability to engage with senior government officials.
  • Strong networking and relationship management abilities across ministries, departments, and consultants.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and experience in CRM/tender-tracking tools advantageous.

Qualifications:

  • Bachelor’s degree in Civil Engineering / Environmental Engineering / Urban Infrastructure / Equivalent (mandatory).
  • Master’s in Infrastructure / Management / Planning / MBA (preferred).
  • 10–15 years of experience in business development or project acquisition within infrastructure consulting.
