Manager/ AVP

Job Responsibilities

• Oversee state-level implementation, monitoring, and evaluation of the Pradhan Mantri Awas Yojana (Urban) scheme.
• Lead large-scale, centrally sponsored urban housing projects across multiple stakeholders and departments.
• Develop annual action plans and coordinate city-level, district-level, and municipal teams for effective on-ground delivery.
• Supervise project management activities including timelines, budgeting, fund utilization, beneficiary identification, and progress tracking.
• Prepare, analyze, and manage project-related Request for Proposals (RFPs), bidding documents, and oversee the entire bid management process ensuring government compliance.
• Collaborate with stakeholders: state, municipal, and central government officials, private developers, financial institutions, consultants, and communities.
• Coordinate the flow of funds: ensure timely fund release from central/state resources and proper utilization through direct benefit transfer (DBT) and integrated MIS.
• Conduct regular team meetings; ensure the compilation, collation, and submission of robust project Management Information System (MIS) and analytics reports.
• Implement and maintain IT-enabled platforms for project monitoring, geo-tagging, beneficiary databases, and real-time dashboards.
• Address grievances, conduct beneficiary meets, and resolve escalation issues efficiently.
• Ensure adherence to state, central, and PMAY(U) operational guidelines.
• Liaise in both English and Marathi with all stakeholders for effective project communication and public outreach.
• Build capacities of urban local bodies (ULBs) and project teams through trainings and technical assistance.
• Provide regular updates and reports to SLAC, SLSMC, CSMC and other concerned government officials.

Key Skills Required

• Large-scale project management, monitoring, and real-time progress tracking.
• Deep understanding of centrally sponsored schemes, particularly in housing/urban development.
• Financial management: fund flow, subsidy tracking, utilization certificates, budgeting, and forecasting.
• IT and data analytics: experience with MIS, dashboards, process automation, and digital reporting platforms.
• Strategy development, multi-stakeholder coordination, and liaison.
• RFP preparation, bid process design and evaluation.
• Team leadership and capacity building.
• Proficiency in Marathi and English (verbal and written).
• Problem-solving, negotiation, and high-level analytical skills.
• Ability to navigate government, political, and public interfaces.
• Understanding of social inclusion, urban governance, and state housing policy framework.
• Strong documentation/reporting skills, with experience in monitoring & evaluation.

Education Qualifications

• Master’s degree in Engineering, Management, Urban Planning, Public Policy, Computer Science, Finance, or related fields.
• Preference for candidates with additional certifications in Project Management (e.g., PRINCE2, PMP), Data Analytics, or MIS

Experience (in yrs)

• Minimum 9 years in project/program management, including at least 4-5 years handling government, housing, infrastructure, or urban development projects.
• Proven experience in centrally sponsored/central government schemes, including fund management and implementation at state level or with government consulting assignments.
• Hands-on experience with IT systems, MIS, and team management.
• Substantial exposure to public procurement, bid management, and document preparation as per government norms.
• Experience in stakeholder engagement, multi-level coordination, and capacity building.
• Working knowledge of urban/local governance context in Maharashtra (including Marathi fluency) is essential.
• Experience with direct beneficiary interface, grievance redressal, and social development projects is desirable.
