Your impactThis position is responsible for effectively and professionally conducting and coordinating the activities associated with procurement of subcontracting services and Operations procurement pertaining to Indirect/Corporate Purchase related Supply and Services and but open to other categories as well as and when the need arises. Though not mandatory, but shall be preferred that
- the incumbent has good working knowledge and understanding of subcontracting concepts, Supply of items, Services, principles and practices, the techniques of ensuring task completion, project delivery processes, and Supplier relationship expectations
- The incumbent understands the role of subcontracting, Services and Supply in either/both project delivery process and/or indirect/corporate procurement and the value-added expectations and performs assignments in accordance with established policies and procedures
- The incumbent has working knowledge and understanding of the concepts, principles, theories, and Jacob’s compliance requirements applicable to the assigned group, subject area, or services.

Responsibility
- Sourcing, bidding, bid evaluation, negotiation, preparing and issuing Purchase Orders
- Coordinate the procurement of subcontracted services, Facilities related Supply and Services and administer assigned responsibilities to accomplish project or group objectives and obligations
- Subcontracting assignments typically may consist of professional or technical services, and major construction services. The candidate will be assigned as a category Buyer and need to lead for his/her assigned responsibilities independently.
- Operations/Indirect/Corporate Purchase related assignments typically may consist of Supply, Services, AMC, and contracting/Sub-contracting. The candidate will be assigned as a category Buyer and need to lead for his/her assigned responsibilities independently.
- Ensure strict compliance to Company policies and applicable procedures while maintaining high ethical standards.
- Obtain necessary reviews and approvals of bidder exceptions, bid evaluations, source selection recommendations, Subcontracts, and change orders prior to execution.
- Coordinate closely with Engineering, Construction, Facilities/REO and all other disciplines for continuity and overall program effectiveness.
- Tracking of subcontract activity, progress information and guidance to project personnel on subcontracting issues with specific attention to change management and financial status.
- Formation of Contracts including prequalification of bidders, solicitation of proposals, proposal evaluations, source selection recommendations, leads negotiation of contract terms and pricing, conformance and finalizing of agreements, and subcontract issuance and execution.
- Ensure applicable prime contract flow-downs are identified, addressed, and included in assigned subcontracts.
- Maintain the database of potential and qualified Suppliers, including performance history.
- Maintaining effective relationships with subcontractors, project team members, other User Department, management, clients, and support organizations.
- Mentoring and guiding User Department/Project Team
- Selects products and negotiates buying terms with vendors, including price, margin, exclusivity, and delivery terms.
- Attends buyer meetings online and in person.
- Analyse costing history/trends for each product category

- Accountable to the assigned Procurement Manager
- Shall work independently and be accountable for overall performance as Buyer
- Strong negotiating skills
- Comprehensive understanding of MS Excel, MS Word and industry standard purchase order software platforms
- Impeccable attention to detail
- Ability to work well with a team

Overall, Knowledge of Jacobs Business
- Basic understanding of technical, organizational, managerial, and business issues related to operations management.
- Basic knowledge of commercial procurement, contract laws, practices, and standards as they relate to Jacobs operations management and project delivery shall be preferred but not a mandatory requirement.
Project Delivery Knowledge
- Understands the project delivery processes as used for various contracting scopes and their relationship to Enterprise Procurement procedures.
Communications
- Has good communications and writing skills.
- Is able to effectively author and compile subcontract documents, as well as internal and external communications, proposals, and reports
- Must be able to effectively communicate with subcontractors, project teams, and others to organize and motivate them to achieve
Systems
- Fully conversant to electronic mail, and standard Microsoft Office software.
- Working skills in Oracle iProcurement will be an added advantage.
- Familiar with the capabilities/aptitude of a subcontracts management system and has a good understanding of how to use it for the subcontracting activities shall be preferred, but not mandatory.
Here's what you'll need
- Degree/ Diploma in Engineering or another applicable field OR any Graduate. Experience in lieu of a degree is acceptable provided the candidate has working knowledge.
- CPP, CIPS though not mandatory.
- Proficiency in English (reading, writing, and speaking) is mandatory. Shortlisted candidate may be required to give an internal test in English proficiency prior to selection.
- Must have at least 5 years of experience as a buyer.
- Builds strong relationships with colleagues and vendors.
- Learns new skills quickly.
