Job Purpose / Summary
The Quantity Surveyor / Billing Engineer is responsible for managing cost estimating, billing, payments, and contractual obligations throughout the lifecycle of construction projects. This role ensures that all financial aspects – from measurement and billing to final account – are accurately handled, cost overruns are minimized, contractual compliance is maintained, and cash flow is managed effectively.
Key Responsibilities
A candidate in this role with 5-10 years’ experience would typically be expected to:
Estimating & Budgeting
- Study project drawings, specifications, technical documents to derive quantities for all civil / structural / MEP works.
- Prepare Bill of Quantities (BOQ), Tender estimates, Detailed Estimates.
- Conduct rate analysis, vendor / subcontractor price evaluation, material cost forecasts.
- Collaborate with design, procurement teams to ensure estimates align with actual workable design.
Billing & Payment Management
- Prepare progress / interim / running account (RA) bills in line with site measured work.
- Validate subcontractor and vendor bills; ensure bills correspond to actual work done & contractual terms.
- Reconcile quantities billed vs quantities executed; ensure precision in measurement and documentation.
- Follow up on payments, monitor client certifications; manage cash‐flow implications of billing cycles.
Contract / Variation Management
- Review contracts for clauses affecting cost, payments, variations, delay penalties etc.
- Identify, quantify and document variations, changes in scope; negotiate and settle variation claims.
- Assist in contract administration – ensure parties adhere to obligations, ensure certificates are in order etc.
Cost Control & Reporting
- Monitor actual expenditure vs budget; flag cost‐overruns, suggest corrective actions.
- Prepare periodic cost reports, forecasts, monthly / weekly MIS for senior management.
- Maintain records of all materials, labour, subcontractor payments, supplier deliveries etc.
Site & Stakeholder Coordination
- Visit project sites regularly to verify progress, measure quantities, check site records & Joint Measurement Records (JMRs).
- Coordinate with site engineers, project managers, procurement, quality control & design teams.
- Liaise with clients / consultants for bill certification, claims, and approvals.
Final Accounts / Close-Out
- On project completion, prepare final accounts comparing estimates vs actuals.
- Ensure all pending bills, variations, subcontractor claims are reconciled.
- Assist in audit, due diligence / handover documentation.
Compliance & Standards
- Ensure measurement and billing adhere to relevant codes and standards (eg IS 1200 in India, or other applicable standards).
- Ensure contract compliance, legal / regulatory requirements.
- Maintain documentation to support audits / client queries.
Skills & Competencies
- Strong technical knowledge of civil/structural/MEP construction processes.
- Excellent quantity take‐off skills and rate analysis; strong numerical / analytical ability.
- Proficiency in reading drawings (GFC / IFC), understanding revisions and their impact on quantities.
- Strong understanding of contracts, subcontracting, variation / change order management.
- Good command of tools/software: MS Excel (advanced), billing software / ERP, AutoCAD / drawing tools.
- Attention to detail and accuracy.
- Strong negotiation, communication, and stakeholder management skills.
- Ability to prioritize, work under pressure and meet deadlines.
Education & Qualifications
- Bachelor’s degree in Civil Engineering / Quantity Surveying / Construction Management or equivalent.
- Additional certifications (if any) in Quantity Surveying, Contract Management, or Commercial Management will be advantageous.
Experience
- Minimum
5 years
of relevant experience in quantity surveying / billing / commercial role, ideally with exposure to mid-to large-scale construction projects. - Demonstrable experience of handling billing, BOQ, variation claims, contract admin, final accounts.
- Experience in working with clients / consultants, vendor negotiations, and site measurement.
Preferred
- Exposure to MEP / Interiors / Finishing works (if Arnk does these).
- Experience with ERP / billing systems in construction environment.
- Knowledge of local regulatory / contract practices.
- Exposure to multi-project / multi-site coordination.
Key Metrics / KPIs (what success looks like)
- Accuracy of cost estimates vs actuals (variance within acceptable %).
- Timeliness of raising RA / interim bills and getting client certifications.
- Efficiency in managing variations so that they are quantified and agreed without disputes.
- Timely collection of payments / maintaining healthy cash flow.
- Reduction / control of cost overruns & waste.
