A post of
Project Officer
in the Cooperation Section under a two-year renewable contract. Under the supervision of the Team Leader, the selected candidate will manage the elaboration and implementation of cooperation projects in Ghana in the field of good governance, with a particular focus on rule of law, fight against corruption, Civil Society Organisations, Human Rights and elections. He/she will also manage projects of horizontal nature linked to the overall cooperation, support the portfolios on youth and migration as required and perform any other tasks required by the Team leader and/or the hierarchy.The place of employment is Delegation of the European Union to Ghana -The Round House - 81, Cantonments Road, P. O. Box 9505 KIA, Accra, Ghana.The selected candidate will be recruited at a minimum basic salary of
25,280.00 GHS
(step 1 of the salary grid). Final salary will depend on number of years of relevant proven experience. Benefits, such as accommodation allowance, additional pension scheme and medical insurance are offered to employees and their families under certain conditions.
We look for
A team player with at least 5 years’ experience in the relevant field with good communication and negotiation skills. An eloquent and resourceful professional capable of making public presentations, comfortable in a multi-cultural environment, with a good sense of initiative and capable to deliver very well on short notice.

Main Tasks
Policy Analysis
- Support policy dialogue with all relevant ministries, agencies, development partners and other relevant stakeholders in all areas of concern.
- Contribute to sector analysis and to the definition of sector strategies for the European Union.
- Maintain good and effective contacts with development partners and stakeholders, who are active in the sector of activities.
Programme /Project/Process Management
- Contribute to the programming in the areas of concern, including preparation of annual or multi-annual action plans in close cooperation with the beneficiary institutions in Ghana and other stakeholders.
- Contribute to all aspects of the procurement process: launch tender procedures including drafting the terms of reference and manage service contracts.
- Prepare, launch and manage all aspects of calls for proposals from the elaboration of the guidelines to the signature of the grants contracts.
- Manage projects in the areas of concern and attend management and monitoring meetings as required,
- Elaborate progress reports on projects and propose actions, as necessary.
- Prepare and participate in field visits within Ghana or in the region.
Communication
- Monitor and report regularly to the hierarchy and Headquarters on sectoral issues. Respond to any specific requests in a timely manner;
- Present the results of projects at workshops, seminars, conferences and other public events.
- Identify and share best practices facilitating exchanges of experience.
- Prepare briefings, speeches and publications.
- Prepare and assist missions from Headquarters, EU Member States and other development partners.
Representation activities
- Attend meetings and working groups maintaining good and effective contacts with Representatives of Government institutions and other development partners and with Civil Society Organisations.

Qualifications
Master’s Degree in the field of political sciences, development cooperation, law, economics or other related fields. Professional Experience
5 years’ experience in an organisation (ministry, agency, development partner, consultancy firm or CSO), dealing with issues related to good governance.
Knowledge of Development Cooperation Project Cycle Management.
More than 5 years’ experience.
Experience in the management of cooperation projects funded by the European Union.
Good knowledge of EU policies and activities in the areas of concern.
Knowledge of languages
Excellent English (level C2 according to Common European Language Framework).
One local language.
Practical knowledge of French (level B1).
Knowledge of IT tools
Advanced knowledge of Microsoft Office Suite.
