PMO Delivery Manager – Java & Microservices

About the Role

We are seeking an experienced PMO professional with 10+ years of project governance and delivery oversight, specifically supporting Java-based software development projects. The candidate will be responsible for establishing governance frameworks, managing complex multi-team Java initiatives, ensuring delivery excellence, and driving continuous improvement across project operations.

Key Responsibilities1. Project Governance & Delivery Management

• Lead governance for multiple large-scale Java application development projects.
• Establish project plans, sprint calendars, release plans, and delivery frameworks.
• Monitor project performance, ensuring adherence to timelines, scope, and quality.
• Facilitate Agile ceremonies in collaboration with Scrum Masters and Engineering Leads.

2. Advanced Reporting & Documentation

• Prepare detailed dashboards, program-level reports, leadership updates, burn-up/burn-down charts, and risk matrices.
• Own complete documentation including SRS, BRD, change logs, risk logs, dependency trackers, and MoMs.
• Ensure all Java project processes align with organizational PMO standards and audit requirements.

3. Stakeholder & Client Interaction

• Act as the central communication bridge between senior management, product owners, Java development teams, QA teams, and cross-functional partners.
• Present weekly progress reports and insights to internal leadership and clients.
• Manage escalations, set expectations, and keep all stakeholders aligned.

4. Resource, Budget & Forecast Planning

• Oversee resource allocations across Java, Spring Boot, microservices, UI, and QA teams.
• Assist in budgeting, forecast planning, hiring needs, and vendor coordination.
• Track utilization, productivity, and capacity planning metrics.

5. Risk, Issue & Dependency Management

• Identify delivery risks related to development, integration, infrastructure, and external dependencies.
• Maintain RAID (Risks, Assumptions, Issues, Dependencies) logs and drive mitigation strategies.
• Proactively escalate blockers and ensure critical paths are monitored closely.

6. Process Optimization & Continuous Improvement

• Define and improve PMO standards, Agile practices, and reporting frameworks.
• Implement process improvements to streamline development and release cycles.
• Introduce and manage KPIs to measure delivery efficiency and engineering productivity.

Required Skills & CompetenciesPMO Leadership Skills

• 10+ years of experience in PMO, project coordination, or delivery management roles.
• Strong experience managing enterprise-level Java/Spring Boot/Microservices projects.
• Proven expertise in driving governance for large distributed engineering teams.
• Expertise with JIRA, Confluence, MS Project, Excel, Power BI, and dashboarding tools.

Technical Understanding (No Coding Required)

• Strong conceptual knowledge of Java, microservices architecture, REST APIs, and integration workflows.
• Understanding of DevOps pipelines, CI/CD, cloud deployment basics (AWS/Azure/GCP).
• Ability to understand technical discussions, estimate reviews, and dependency management.

• Strong analytical, organizational, and decision-making skills.
• Effective communication skills with the ability to handle senior-level interactions.

Educational Qualifications

• Bachelor’s degree in Computer Science, IT, Engineering, or related field.
• PMP, PRINCE2, Agile/Scrum Master, or Project Management certifications preferred.
