Job Purpose:
The M&E Associate will support the effective monitoring, assessment and research activities of the org LE programme. S/He/They will be responsible for tracking programme progress, ensuring adherence to quality implementation, conducting assessments and facilitating qualitative research for gathering stakeholder perspectives and ensuring data-driven decision-making.This role requires a strong focus on effective data management, standardization of assessment and survey tools, collaboration with stakeholders and external experts to enhance programme quality and impact and contribute to programme adjustments and design refinements.

Associate Director - Research Impact and Quality (dotted line reporting to Project Head)
Collaborates with:
- Internally: Director - Programmes; Deputy Director - Programme Design and Quality
- Externally: Knowledge partners, community-based organizations, NCERT, SCERTs, National, State(s) & District counterparts (Government & Non-Government)
Key Responsibilities:
- Programme Monitoring and Review
- Monitor ongoing programme activities as per the programme monitoring, evaluation and Quality Assurance plan aligned to the Theory of Change.
- Ensure timely updates and accurate tracking of implementation progress.
- Assist in organizing and facilitating monthly programme review meetings with State leadership and quarterly meetings with Transform's executive team.
- Prepare and present progress reports and highlight key issues, challenges, and areas for improvement.
- Standardization of Assessment Tools
- Review and refine the existing gender perception survey tools and align it with the standardized proven tools on gender assessment.
- Administration of Assessments
- Spearhead the administration of baseline and endline assessments for students, ensuring high-quality data collection.
- Coordinate focus group discussions, semi-structured interviews, and case studies to gather qualitative stakeholder insights.
- Data Collection and Analysis
- Enhance Data Systems:
- Support the development and maintenance of technology-powered systems for data tracking and visualization.
- Ensure all programme data collection forms are integrated into the Transform's platform LE product and Data For Decision (DFD) tool for dashboard generation on a real time basis.
- Use the interactive dashboards and actionable insights from the Data For Decision (DFD) tool and capacitate all relevant stakeholders for its use.
- Ensure Data Integrity and Data Analysis:
- Validate and clean data to ensure accuracy and reliability of the results.
- Collect and analyze quantitative and qualitative data, ensuring it is disaggregated by gender and other relevant factors (for both project and school/district/state level administrative data).
- Maintain comprehensive records and documentation of all data collected and analyzed.
- Participatory Reflection and Action
- Lead the participatory reflection and action research by engaging stakeholders to identify programme strengths, gaps, and solutions.
- Assist in conducting process evaluations and gathering diverse stakeholder perspectives.
- Quality Assurance and Reporting:
- Prepare comprehensive documents, checklists, tools for adherence to quality at all stages of implementation (pre, during and post).
- Coordinate and participate in quality assurance visits, using structured online questionnaires to assess the quality of implementation.
- Report findings and recommend improvements to ensure programme quality.
Qualifications and Skills:
- Graduate or equivalent in economics/public policy/statistics or related discipline.
- Minimum 3 years of experience in concurrent monitoring and periodic evaluation of large-scale education sector interventions.
- Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring tools and frameworks.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Strong understanding of gender issues, including gender-based violence, gender norms, and intersectionality.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
- Excellent organizational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently.
