Railway Signalling and Automation


1. Strategic Bid Planning & Participation

  • Analyse bid opportunities in Railway Signalling & Telecom projects.
  • Develop a robust Bid/No-Bid decision framework based on project size, risks, competition landscape, and internal capabilities.
  • Ensure alignment of bid strategy with organisational objectives and business strategy.
  • Strong techno-commercial and financial acumen, with expertise in pricing strategies, profitability analysis, and risk mitigation


2. Competitive Intelligence & Market Insights

  • Maintain and track deep knowledge of competitor activities, pricing trends, and win strategies
  • Perform Win/Loss analysis and feed insights into future bid strategies


3. End-to-End Bid Management

  • Lead and manage the bid process starting from the preparation of competitive and compliant bid proposals & offers (both technical and commercial) to bid submission, whilst ensuring delivery within deadlines.


4. Customer and Stakeholder Engagement

  • Lead customer engagement in the pre-bid phase – including capability presentations, solutioning discussions, and technical clarifications.
  • Serve as the point of contact for customers during contract negotiations and liaise with internal teams for contract finalisation and handover to execution teams.
  • Excellent stakeholder management skills, acting as a senior liaison between tender teams, executive leadership, and cross-functional departments.


5.    Business Development

  • Leverage strong networks and relationships with RDSO and Zonal Railways to identify and secure new business opportunities.
  • Maintain regular engagement with senior officials of Railways and other Corporate Houses to drive business development initiatives and strengthen market presence.


6.    Pricing, Risk Management & Deal Structuring

  • Lead bid costing and target pricing using benchmarking, estimation tools, and market knowledge.
  • Identify and evaluate commercial, technical and legal risks, proposing mitigation plans.
  • Drive innovation in bid structuring and financing mechanisms to improve competitiveness.


7.    Mentoring & Team Development

  • Ability to mentor and develop teams, fostering a culture of collaboration, innovation, and continuous learning.

Skills & Qualifications

  • B.Tech in ECE/EE or B.Sc in Electronics
  • 15+ years of experience in tendering with atleast 8+ years of experience in railway signalling bid management  
  • Proven leadership in managing complex, high-value tenders ensuring efficient resource allocation and team oversight
  • Proficiency in tender governance and compliance, ensuring adherence to company policies, industry standards, and contractual obligations.
  • Exceptional communication and organisational abilities, ensuring clear, persuasive tender submissions and seamless coordination across teams.

  • Win Loss Analysis
  • Win Ratio (%) across submitted bids
  • Timely submission of bids (0% delays)
  • Average bid preparation time reduction (%)
  • Accuracy of bid pricing vs. final project cost
