Programme Officer- External Relations
in the
Civil Society, Fundamental Rights, Judiciary and Home Affairs (COOP1) Section.

works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Turkish government in areas that are part of the EU’s remit.
We offer
The post of Programme Officer- External Relations (Local Agent Group I) in the Delegation’s Civil Society, Fundamental Rights, Judiciary and Home Affairs (COOP1) Section. The team consists of 16 people and there are occasional atypical working hours.Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate
will serve under the supervision and responsibility
of the Head of COOP1 Section, providing contribution to the management of projects under the Civil Society Facility and Media programme in Türkiye. The candidate will actively contribute and ensure identification, preparation, management, monitoring and evaluation of interventions under direct and indirect management by the EU Delegation. The candidate will contribute to consultations and regular reporting on matters related to civil society and media.Working conditions: Full time, 37.5 hours/week (basic salary EUR 3,400). The employment contract will be fixed-term with a duration of five months. The start date will be in 17 November 2025.
Following Main Tasks And Duties Are Currently Required
- POLICY DEVELOPMENT
- to contribute to policy dialogue with relevant ministries, agencies, donors and other relevant
stakeholders in all areas of concern
- to analyse and monitor the policy areas relevant to civil society and media
- to report on legislative developments which have an impact on civil society and media
- EXTERNAL RELATIONS
- to contribute to coordinating EU funded and bilateral projects and programmes in the area of civil society and media with other actors and stakeholders in country, including EU Member States, donors, UN organisations, NGOs, private sector and relevant government authorities
- to ensure coherence with relevant EU strategies, operational guidelines, and other country-relevant strategies.
- PROGRAM / PROCESS / PROJECT MANAGEMENT
- to contribute to steering and supervising EU funded programme/project identification and formulation.
- to contribute to the evaluation of EU funded projects and programmes.
- to monitor ongoing projects from Ankara, attend management and monitoring meetings, elaborate progress reports on projects and propose action if and when needed.
- INTERNAL COMMUNICATION (general)
- to contribute to the reports to the Commission/DG ENEST, EP, and to the Delegation's Annual planning and reporting to HQ (AMP, EAMR,…) as relevant
- to ensure that reporting on each intervention/action/project is updated regularly.
- to prepare succinct high quality ad hoc reports as requested by hierarchy.
- to correctly apply the Commission's document management rules to the documents for which the agent is responsible
- EXTERNAL COMMUNICATION (general)
- to disseminate best practice and facilitate the exchange of experiences.
- to maintain contacts with partners and stakeholders and coordinate / participate in knowledge sharing networks
- to ensure and contribute to the visibility of EU funded projects and programmes in response to the refugee crisis in the country according to the relevant EU visibility guidelines, in cooperation with the EU Delegation's Communication section
- REPRESENTATION, NEGOTIATION and PARTICIPATION
- to attend relevant meetings with concerned parties and ensure coordination.
- to prepare and assist in missions from Headquarters.
- within the framework of the Staff Regulation, to carry out tasks linked to the job description as instructed by his/her superior(s)
- PROCUREMENT and CONTRACT MANAGEMENT
- to contribute to supervising, co-ordinating and running operational initiation of contracts.
- to contibute to verifying that projects are managed in accordance with the rules set out by the Commission on financial and contractual management.

University degree of legal duration of at least 4 years attested by a diploma in the field of social sciences, business administration, international relations, political sciences, public administration or economics; or equivalent level of knowledge through 10 years of proven relevant professional experience
- Language Requirement
- Good command of Turkish
- Good command of English (C1)
- Knowledge of Word, Excel
- Right to residence and work in Türkiye
- Good standing as citizen/resident
- Medical fitness to carry out the tasks assigned
- Completion of military service or 1 year military deferment (until the end of 5 months employment contract)

- Job-Related experience: at least 2 years (Program Management and Monitoring)
Qualifier: asset
At least 2 years' experience in EU external assistance procedures (PRAG) would be an advantage

- Previous experience working in international organisation, foreign affairs service of an European Union Member State or EU Delegation
- Knowledge of international organisations, EU Member State or EU financial cooperation and related rules.
