Chief Medical Officer

Position Summary

The Chief Medical Officer (CMO) of Maharashtra’s 108 Ambulance Service plays a strategic and operational role in ensuring high-quality pre-hospital emergency care across the state. This position oversees clinical protocols, staff training, and compliance with the National Health Mission (NHM) and Maharashtra Emergency Medical Services (MEMS) standards.

Key Responsibilities:

Clinical Governance

• Develop and implement evidence-based medical protocols for trauma, cardiac, obstetric, pediatric, and infectious emergencies.
• Supervise clinical performance of EMTs, paramedics, and call center medical officers.
• Ensure timely updates to treatment algorithms based on national and international guidelines.

Quality Assurance & Training

• Lead statewide Continuous Quality Improvement (CQI) initiatives.
• Conduct audits of patient care records, response times, and clinical outcomes.
• Design and oversee training modules for EMS personnel, including BLS, ACLS, and PHTLS.

Regulatory Compliance

• Ensure compliance with NHM, CDSCO, and MEMS standards.
• Liaise with the Directorate of Health Services, Maharashtra, and other regulatory bodies.
• Support licensing, accreditation, and inspection readiness for ambulances and staff.

Emergency Operations Support

• Provide clinical oversight during mass casualty incidents, epidemics, and natural disasters.
• Guide dispatch centers on triage and medical prioritization.
• Approve medical equipment and drug formulary used in ambulances.

Stakeholder Engagement

• Collaborate with government hospitals, private healthcare providers, and public health officials.
• Represent MEMS in medical advisory boards, policy forums, and community outreach.
• Address clinical grievances and ensure patient-centric care delivery.

Qualifications

• MBBS degree with specialization in Emergency Medicine, Public Health, or equivalent.
• Minimum 10 years of clinical experience, with 3+ years in EMS or public health leadership.
• Familiarity with Maharashtra’s public health infrastructure and NHM protocols.
• Strong leadership, communication, and crisis management skills.
• Experience with PPP models and large-scale healthcare operations is preferred.
