Role Summary

Tender Manager / Senior Tender Engineer

Key Responsibilities

Tender Participation & Government Portals

• Identify, evaluate, and participate in tenders published on

  Government portals (Central/State/PSU/Local Authority portals, GeM, e-Procurement portals, etc.)

  .
• Handle complete tender documentation including

  technical bids, financial bids, BOQ, eligibility documents, and online submissions

  .
• Ensure accurate and timely submission of tenders as per published guidelines.

Rate Analysis & Market Work Rates

• Prepare

  detailed rate analysis

  based on drawings, BOQ, specifications, and market rates.
• Analyze

  work rates as per prevailing market conditions

  to ensure competitive participation.
• Coordinate with procurement and vendors for quotations and cost validation.

Tender Terms & Conditions / Eligibility Check

• Study and interpret

  tender terms & conditions

  , commercial clauses, and contractual requirements.
• Check

  eligibility / ability criteria

  such as turnover, experience, technical qualification, EMD, solvency, and statutory compliances.
• Highlight risks, deviations, and commercial impacts to management.

Legal & Government Coordination

• Communicate and coordinate with

  legal departments, government authorities, and statutory bodies

  for tender-related clarifications and compliance.
• Attend

  pre-bid meetings

  , manage queries, and track corrigendums (corrections / changes issued in the tender) and amendments.
• Ensure compliance with government norms and tender guidelines.

Tender Team Handling

• Handle and supervise the

  Tender Team / Tender Department

  .
• Allocate tasks, review submissions, and ensure accuracy and compliance.
• Guide and mentor team members on government tender procedures and portals.

Required Skills & Competencies

• Strong knowledge of

  Central & State Government tender procedures

  .
• Expertise in

  rate analysis, BOQ preparation, and costing

  .
• Good understanding of

  legal, contractual, and compliance aspects

  .
• Excellent communication and coordination skills.
• Ability to handle deadlines and multiple tenders simultaneously.
• Leadership and team-handling capability.

Qualification

• Graduate (Technical)

  –

  Engineering In Mechanical, Electrical, Civil preferred

  .
• Additional certification in contracts / tendering will be an added advantage.

Experience

• Minimum 10+ years

  of relevant experience in

  tendering and contracts

  .
• Mandatory experience in handling

  Government / PSU / Public sector tenders

  .
