Superintending Engineer (Utility)

The Superintending Engineer (Utility) will lead the complete lifecycle management of Utility Systems including Clean Utilities (Purified Water (PW), Water for Injection (WFI), Pure Steam Generator (PSG), Nitrogen, Clean Compressed Air), Black Utilities (Boilers, Chillers, Compressed Air, Water Systems), and Diesel Generator (DG) Systems. The role includes end-to-end project ownership from planning and design to execution and handover ensuring GMP compliance, energy efficiency, audit readiness, and reliability for pharmaceutical operations.

    What You'll Do

    Key Responsibilities: 2.1 Project Planning & Execution (Utilities): • Lead utility-related capital projects (greenfield, brownfield, capacity expansions). • Develop project charters, timelines, budgets, and resource plans. • Prepare and review BOQs, technical specifications, tender documents, and contractor scopes. • Coordinate with consultants, architects, process teams, and site execution teams. • Ensure timely completion of projects with adherence to quality, safety, and cost benchmarks. • Review and approve GFC (Good for Construction) drawings and monitor execution progress using tools like MS Project or Primavera. 2.2 Utility System Design & Engineering: • Prepare Basis of Design and P&IDs for: ◦ Clean Utilities: PW, WFI, PSG, Nitrogen, Clean Compressed Air. ◦ Black Utilities: Boilers, chillers, hot/chilled water, compressed air, RO/Soft water systems. ◦ DG Systems: Capacity planning, synchronization, AMF/ATS panels, fuel tank sizing. • Ensure integration of utility systems with process, HVAC, cleanroom, and automation systems. 2.3 Commissioning, Qualification & Validation: • Oversee equipment installation, loop testing, hydro testing, and performance qualification. • Approve and ensure execution of validation protocols (DQ, IQ, OQ, PQ). • Manage third-party vendors for FAT/SAT and coordinate documentation readiness for audits. 2.4 Operational Reliability & Maintenance: • Ensure uninterrupted utility supply across plants. • Monitor performance of clean utility loops (conductivity, TOC, endotoxins, dew point, etc.). • Manage preventive/predictive maintenance of DG sets, boilers, chillers, air compressors. • Track KPIs like steam-fuel ratio, specific energy consumption, DG fuel usage, and air leakage losses. 2.5 Compliance, EHS & Regulatory: • Ensure clean utility systems meet pharma regulatory norms – WHO, USFDA, EU GMP, Schedule M. • Maintain boiler licenses, DG certifications, pressure vessel compliance, and pollution control norms. • Conduct utility risk assessments (HAZOP, FMEA) and implement safety protocols. 2.6 Energy Management & Optimization: • Identify and implement energy-saving initiatives such as: ◦ Heat recovery from boilers and compressors. ◦ DG load optimization and synchronization strategies. ◦ VFD retrofits on utility pumps and blowers. ◦ Leak detection and loss control in compressed air and N₂ systems. • Support energy audits and monitor utility-specific energy KPIs (e.g., kWh/TR, kg steam/kg product). 2.7 Team Leadership & Vendor Coordination: • Lead a team of utility engineers, supervisors, and operators. • Guide contractors and OEMs for smooth project execution and AMC compliance. • Conduct training on clean utility SOPs, DG handling, safety, and energy efficiency. 2.8 Reporting & Documentation: • Maintain utility master records: ◦ Equipment history sheets, qualification records, calibration logs. ◦ Clean utility quality logs (TOC, conductivity, micro testing). ◦ DG load logs, diesel consumption records, and maintenance schedules. • Submit periodic reports on project status, utility performance, deviation handling, and energy trends.

    Soft Skills Required

    Skills & Competencies: • Expert in utility design, commissioning, validation, and GMP documentation. • Proficient in AutoCAD, MS Project/Primavera, SCADA, BMS, and utility monitoring systems. • Strong project management, leadership, budgeting, and analytical skills. • Excellent coordination and communication with cross-functional teams and external vendors. Key Performance Indicators (KPIs): • Timely and successful delivery of utility projects • Clean & black utility uptime > 99% • No critical audit observation in utility domain • Reduction in energy and diesel consumption • Timely qualification and calibration adherence • Safety and statutory compliance closure on time
