Senior Engineer – Cost Management & Billing

Role Overview:

We’re seeking a detail-driven professional with deep expertise in cost control, project billing, and contract coordination. This role involves strategic planning and execution of commercial processes across all project stages, from budgeting to billing, while ensuring financial accuracy and compliance.

Responsibilities:

Cost Planning & Budget Oversight

• Analyze project scopes across disciplines like civil, MEP, façade, interiors, and landscaping to determine resource needs and cost parameters.
• Prepare itemized cost assessments and budgets by accurately factoring in materials, labour, and time commitments.
• Draft BOQs with complete technical descriptions and regularly update the BOQ tracker to ensure internal alignment.
• Anticipate cost deviations, track budget performance, and suggest optimizations to improve cost efficiency.
  

Tender Coordination & Vendor Finalization

• Float RFPs/tenders to shortlisted vendors and coordinate the entire bidding process.
• Evaluate technical and commercial submissions, lead negotiations, and recommend award strategies.
• Support in preparing and finalizing contracts/work orders aligned with project goals and timelines.
• Continuously build and update a dependable supplier and contractor database.
  

Contract Administration & Procurement

• Issue and manage purchase/work orders while addressing changes due to site conditions or revised designs.
• Conduct rate justifications for additional items and work closely with vendors to resolve billing or scope disputes.
• Draft and manage formal correspondence, including claims for time extensions, variations, new rates, and non-BOQ works.
• Prepare EOT submissions with delay analysis and support documentation, as required.
  

Billing Management

• Conduct on-site checks to validate physical progress against invoiced quantities.
• Certify vendor and contractor bills based on compliance with approved measurement protocols.
• Monitor payment cycles and ensure timely processing of bills through ERP systems.
• Manage quantity reconciliation and free-issue materials issued to execution partners.
  

Project Documentation & Systems Management

• Maintain structured records for all estimates, approvals, contracts, and variations.
• Ensure real-time data entry and processing through ERP for budgets, POs, contracts, and amendments.
• Track financial holds, recoveries, and retentions with structured reporting formats.
  

Market Intelligence & Cost Strategy

• Stay abreast of evolving price trends in labour, materials, and service domains.
• Evaluate alternative construction methodologies and materials that support cost optimization.
  

Profile Requirements:

Educational Background:

• Diploma / B.Tech / B.E. in Civil Engineering

Experience:

• 10–12 years in QS, commercial planning, billing, and contract management within construction or real estate development.

Technical Know-How:

• Familiar with multi-disciplinary execution across civil, MEP, façade, interiors, and landscape.
• Proficient in estimation, budget preparation, BOQ creation, and cost monitoring.
• Hands-on exposure to tendering, rate analysis, billing certification, and claims.
• Sound understanding of ERP tools for project and billing documentation.
