QHSE Manager – Slickline Operations:
Department: Quality, Health, Safety & Environment (QHSE)
Reports To: Product Line Manager / Regional QHSE Director
Location: Kuwait
Supervises: QHSE Officers, Site Safety Supervisors, and Field HSE Representatives
1. Position Summary
The QHSE Manager for Slickline Operations is responsible for establishing,
implementing, and maintaining the Quality, Health, Safety, and Environmental
management systems specific to well intervention and slickline operations.
The role ensures compliance with company policies, local regulations, and client
requirements while promoting a strong safety and quality culture throughout all
operational levels.
2. Key Responsibilities
A. Health, Safety & Environment (HSE)
Develop and implement HSE policies, procedures, and standards tailored to
slickline and well intervention operations.
Ensure full compliance with KO and regulatory safety requirements.
Conduct regular HSE audits, risk assessments, and safety inspections at base and
field sites.
Lead incident and near‐miss investigations; ensure root cause analysis and timely
close‐out of corrective/preventive actions (CAPA).
Coordinate and lead toolbox talks, safety meetings, and HSE training programs.
Manage HAZID, HAZOP, and SIMOPS risk reviews for well intervention projects.
Verify readiness of emergency response plans (ERP), drills, and safety critical
equipment.
Monitor and report on HSE KPIs (TRIR, LTIR, NCRs, audit scores, etc.).
Ensure all slickline crew are medically fit and trained for H₂S, confined space, and
pressure control operations
B. Quality Management
Maintain ISO 9001, ISO 14001, ISO 45001 (or API Q2) certification compliance.
Develop and manage the QMS (Quality Management System) for slickline
operations.
Conduct internal audits and management reviews; track and close NCRs (Non‐
Conformance Reports).
Review job programs, pre‐job QA checklists, and post‐job reports for quality
compliance.
Ensure calibration, inspection, and traceability of all slickline tools and measuring
devices.
Interface with clients for quality assurance matters and third‐party audits.
C. Training & Competency
Develop and maintain the slickline QHSE competency framework.
Ensure training plans cover HSE, well control, pressure control, lifting operations,
and driving safety.
Conduct HSE inductions and competency evaluations for new hires and field staff.
Promote HSE leadership and behavioral safety engagement across all levels
D. Reporting & Documentation
Maintain HSE statistics and prepare monthly/quarterly QHSE performance reports.
Report incidents in accordance with corporate and client requirements
Maintain all records for audits, incidents, permits, and certifications.
Support tender submissions and client prequalification with QHSE documentation
E. Continuous Improvement
Lead safety culture initiatives and “Stop Work Authority” empowerment
campaigns.
Develop and implement improvement projects (e.g., waste reduction, emission
control, and energy efficiency).
Benchmark and adopt best QHSE practices from international oilfield standards.
3. Key Performance Indicators (KPIs)
Zero LTI (Lost Time Injury) and minimal recordable incidents.
100% close‐out of audit findings and corrective actions within deadlines.
ISO/API certification compliance with zero major non‐conformities.
Crew HSE training compliance: ≥ 95%.
Client HSE audit score: ≥ 90%.
Timely incident reporting: within 24 hours of occurrence
4. Qualifications & Experience
Education: Bachelor’s degree in Engineering, Environmental Science, Safety
Management, or related field.
Experience: Minimum 8–12 years in oilfield QHSE management, with at least 5
years in Slickline or Well Intervention operations.
Certifications:
NEBOSH IGC / IOSH Managing Safely (mandatory).
ISO 9001:2015, ISO 45001, and ISO 14001 Lead Auditor (preferred).
IWCF Level 2+ (Well Intervention Pressure Control).
H₂S & BA Training, BOSIET / HUET.
Lifting Operations and Permit to Work (PTW) training.
5. Skills & Competencies
In‐depth understanding of slickline and pressure control operations.
Strong analytical and problem‐solving skills for incident investigations.
Excellent leadership and communication skills across multicultural teams.
Proven ability to implement and maintain management systems.
Sound knowledge of local labor, environmental, and safety regulations.
Competent in Microsoft Office, incident reporting platforms, and QHSE databases.
6. Working Relationships
Internal: Operations Department Manager, Maintenance, HR, Field Supervisors, and
Technicians.
External: Clients’ QHSE representatives, local regulatory authorities, and third‐party
auditors.
7. Typical Work Environment
70% base and administrative activities.
30% field/site visits to rigs, wellheads, and client facilities.
May require travel across regional project sites (onshore and offshore).
